Geneva Township regular meeting, Sept. 9th, 2009.

Trustees returned from Executive Session from the previous meeting at 9:00 am. The meeting was called to order by Chairman Mills at 9:03 am. Those present were Mr. Mills, Mr. Pruden, Mr. Russell and Fiscal Officer Long. Minutes from the previous meeting were approved on a motion by Mr. Pruden, seconded by Mr. Russell. Bills in the amount of $54,717.83 covered by warrant number 13665-13711 were approved on a motion by Mr. Pruden, seconded by Mr. Russell.

Mr. Russell gave the Zoning report. He indicated that there was some construction going on at the Kindig property that Mr. Cerjan will look into. Mr. Cerjan had also forwarded a letter to the Prosecutor’s Office, he has received no reply at this point from this letter or the previous letter. He is waiting for a ruling. There is a sign on Myers Rd. that has been erected, it will be investigated by Mr. Cerjan.

Chief Starkey gave the Fire Dept. report. He indicated the Marc’s radio system is being investigated. They are presently looking at tower availability within the Township in order to install the system.

A structure fire in the Township from a lightening strike happened the night before. The Fire Dept. is preparing for the participation of the Grape Jamboree and at this time they have a great deal going on.

On the Road Dept. report, the Road Dept. has been doing a considerable amount of roadside mowing as well as chip and seal which is almost done within the Township. Some chip and seal for the City of Geneva still needs to be done. The Barnum Rd. project is approximately 97% done at this time. The problem of loose stone on Maple Ave. after chip and seal, the City has taken it up and hopefully will eliminate the problem. The County may do the edge painting on Barnum Rd. but that is probably all they will do.

We need a considerable amount of stone, Mr. Russell said he will contact Kinder Morgan and see if the price has gone down. If it has we will stock pile stone in preparation for the Wheeler Creek project. There are a number of spots where asphalt needs to be fixed, Wheeler Creek, Tuttle, Maple Ave. as well Austin Rd. Mr. Mills will contact a contractor to get a price on these.

Mr. Russell has also requested prices on some new equipment which we built into the five year plan. Mr. Russell also pointed out that the Fire Dept. levy is on the ballot, it is a 1 mil, 5 year levy. The Fire Committee has raised money to promote the levy and it will be done throughout the fall. Mr. Long pointed out that with the adjusted values that have taken place, it may generate a few dollars less than what was originally anticipated.

Mr. Pruden pointed out that the County Trustee’s meeting will be on Sept. 17th at the County Engineers office. He also indicated 2 street lights were out which he reported to Mark Jones. He indicated the lights were fixed within a couple of days.

A question in respect to some additional OPEA fees, they have to be collected by Waste Management. They are part of the State Budget, trying to increase revenue.

Mr. Pruden pointed out the Halloween date which is normally the same as the City of Geneva’s will be Oct. 25th, 4 to 6 pm.

Mr. Pruden made an inquiry about the minutes, normally the minutes are put on the website when they are approved. Since we only meet once a month, they are approximately one month behind. He indicated the newspaper, predominately the Gazette has indicated that since the minutes aren’t up on a timely basis, they haven’t been able to have articles. It was pointed out by a member of the audience that the newspaper should be at the meetings covering them.

Mr. Russell pointed out the ground hogs again have burrowed under the air conditioning unit. We had this problem a number of years ago and after trapping a number of them they have found their home again.

Saybrook Township in response to a number of complaints from the citizens near the landfill, are investigating the purchase of a monitor air unit which is approximately $25,000. It was pointed out that presently the EPA and Health Dept. monitor the air. Saybrook was looking at Geneva Township to participate in the purchase of this unit. No decision was made.

Mr. Russell pointed out that NAD has received the Life Pack 15’s, they are yet to be installed in the ambulances.

The County’s financial problems continue to crop up and they have recently taken money from the 911 fund while the mapping system within the County needs to be fixed. The 911 Advisory Committee recommended the County fix the mapping system and it would cost the County about $150,000.00 to do that. The County said they would fix the mapping system, the question is how good will the fix be.

The Cemeteries new office building is almost complete on Eastwood Street. The Cemetery Board Meeting on Sept. 8th, 2009 was held there. The bid for the sign indicating the presence of the office was awarded to Belding Memorials.

A resident pointed out the Addison Rd. gas line installed by Geneva Pipeline has created a problem in respect to drainage. They have talked to Geneva Pipeline and Dominion Gas. The Gas Co. put in PVC pipe which is plugged. The resident has called and has not received returned calls. It is on Township property and the pipe was not installed properly and this is located at 3439 N. Myers Rd. The Township will look into resolving this problem.

There being no further business, the Trustees moved into Executive Session to discuss litigation on a motion by Mr. Russell, second by Mr. Pruden at 10:05 am.
