Geneva Township regular meeting, Sept. 14th, 2011. The meeting was called to order by Chairman Mills at 9 am. Those present were Mr. Mills, Mr. Pruden, Mr. Russell, Fiscal Officer Long and Zoning Inspector Cerjan. Minutes from the previous meeting were approved on a motion by Mr. Pruden and seconded by Mr. Russell. Bills in the amount of $97,033.99 covered by warrant numbers 15139-15223 were approved on a motion by Mr. Russell, seconded by Mr. Pruden. Mr. Schupska gave the road dept. report. He indicated that they have been doing some cold patching, replaced catch basins on Lake Rd., the mower had to be repaired and that had been completed. The County has picked up part of over 300 tires that we had accumulated along our roads for the past year. They are still ditching and have cleared a number of ditches of obstacles which were preventing the flow of water. It was indicated that we should mark the feeds that are off the road so we need to know where they are and they would be easier to locate. We should do that with some type of stake with bright colors so that they can be found. A resident, Rhonda McCoy indicated that she had recently purchased property that has drainage problems. She indicated that after the last rain, the basement had 4 ½ feet of water and would like to resolve the problem before she puts new furniture, a new water heater into the house. The house is located on Austin Rd. and it was indicated that we need to get the County involved to see if they could provide drainage to the creek. If it doesnt work, it was indicated that we may upsize the pipe along the road. Presently the water is backing up from the woods into residential property and we are not aloud to go onto the property to resolve the problem. The problems appear to be north of the house where there appears to be an obstacle on the property that we have been refused access to. We will contact the County Engineer to try and resolve the problem. We will also talk to the property owners about opening the ditch where it is plugged. Mr. Pruden brought up Halloween Trick or Treat which will be from 4 to 6 in the evening on Oct. 30th, 2011. This is in conjunction with the same time frame set by the City of Geneva. He also indicated the Fall Cleanup Day was Oct. 1st, 2011 from 8 to 12 at the Landfill. Mr. Russell made a motion that the previous heating and cooling equipment that was removed is resolved with the OPEC Grant is salvage. It was seconded by Mr. Pruden and unanimously approved. Resolution 2011-04 appointing Mr. Russell to make applications for a grant for Padanarum Rd.,Mr. Russell made the motion, seconded by Mr. Pruden. Roll Call: Mills yes, Pruden yes and Russell yes. Mr. Russell will move forward with the paperwork required by the State. Dale Arkinburg gave the Fire Dept. report. He indicated the MARC Tower is presently working. Opening of the tower will be a big help to the Department and the tower will be usable by other agencies within the area, especially law enforcement and fire protection. He also indicated they have undertaken a smoke detector campaign, if we were to get the grant. Also the Fire Dept. is preparing for the Jamboree and School Presentations. He indicated that the Fire Dept. had applied for a grant to obtain a new Ladder Truck, the portion required of the City was $47,000. The total grant is $940,000. On a motion by Mr. Pruden, seconded by Mr. Russell, it was agreed that the Township will provide 50% of our share up to the maximum of $20,000 pending an agreement between the City and the Township. Roll call, Mr. Pruden yes, Mr. Mills yes, Mr. Russell yes. Mr. Cerjan gave the Zoning Dept. report. He indicated that 3 permits had been issued, two for remodeling and one for an addition to a house. He has called the County on the Wilms letter and no action has been taken as of yet. He resolved the dispute of a drainage problem and also a number properties that have high grass. It was indicated by a resident that a sign on Padanarum Rd. is covered by trees and cannot be seen. Mr. Schupska will look into it. A discussion in respect to recycling tires into mulch on Walter Main Rd. took place. It was indicated that the owner was suppose to provide the Township with exactly what the operation would entail. Mr. Russell reported that NAD is presently 150 calls more than last year. At that point, Mr. Russell made a motion to move into Executive Session for personnel matters. Seconded by Mr. Pruden and unanimously approved at 10 am. The Trustees returned from Executive Session at 10:05. Mr. Russell made the motion that we hire Brian Henry at $15.75 per hour to start prior to Nov. 1st with a 180 day probation period. Seconded by Mr. Pruden and unanimously approved. There being no further business, Mr. Pruden made a motion to adjourn, seconded by Mr. Russell and unanimously approved at 10:07 am.
