Regular meeting Geneva Township Trustees, Sept. 13th, 2006. The meeting was called to order by Chairman Mills at 9 a.m. Those present were Mr. Mills, Mr. Pruden, Mr. Russell and Fiscal Officer Long. Minutes from the previous meeting were approved on a motion by Mr. Pruden, seconded by Mr. Russell. Bills in the amount of $117,760.84 covered by warrant number 11243-11308 were approved on a motion by Mr. Pruden and second by Mr. Russell. Fire Dept. report was given by Chief Starkey. They have posted for the full time position to replace retirees, hope to have someone in place by Nov. 1st, 2007. Geneva City Council unanimously approved the Fire Contract negotiated between the Township and the City. Mr. Pruden asked Mr. Starkey if he had a response to the request to have Geneva as a first response to the Lodge. He had contact with Geneva on the Lake with no change in status. A letter by Mr. Brian Curtis was covered in respect to the Fire Contract, it was read and reviewed for the citizens in attendance at the meeting. Upon completion of that review, Mr. Mills made the motion, Mr. Russell seconded the Fire Contract as presented and approved by Geneva City Council. A row call was taken, Mr. Mills yes, Mr. Russell yes, Mr. Pruden yes. Mr. Schupska gave the road dept. report. He indicated that the problems created by flooding have been fixed, road striping is complete, the Wheeler Creek paving project has been completed. The road crew has continued to do some additional ditching and roadside mowing as well as repairs to equipment. They have done cold patching on a number of township roads. They are presently waiting for the contract in respect to scheduling of chip and seal. Mr. Pruden pointed out that a new salt bin will be constructed by the Vo-ed School, it would be an addition to the 2 existing salt bins. Mr. Schupska pointed out that the new salt auger for the truck is going to be in the area of $466.00. He also indicated that debris had been dumped on Padanarum Rd., the individual dumping debris was seen by an off duty Ashtabula County Sheriff’s deputy. He was sited as well as required to cleanup the debris on Wheeler Creek. All that remains on the paving project on Wheeler Creek is the berming and the driveway extensions. Once complete Mr. Pruden will notify the county to do a traffic study, Mr. Mills suggested that we try to maintain the 35 mph speed limit even though it is paved. Mr. Khirwan from the audience indicated that he and the residents of Wheeler Creek Rd. would like the Trustees, Fiscal Officer and employees to attend an Appreciation Party on Saturday, Sept. 30th from 4-8 p.m. Mr. Russell pointed out we have asked for an extension on the paving of Addison Rd. since the County has not yet gone out for bid the road cannot be completed this year. It was indicated by the County that there probably wouldn’t be any problem. Mr. Russell also pointed out that we had met with FEMA in respect to damage done by flooding, it appears that between FEMA and the State, we should be reimbursed about $22,000. Mr. Pruden made a motion to recognize those involved in providing FEMA with the necessary information that included Trustee’s Russell and Mill, Fiscal Officer Long and the Road Dept. Mr. Mills seconded the motion unanimously approved. Mr. Pruden pointed out that the fall cleanup at Waste Management will be held on Sat. Oct. 7th, from 8 to 1 p.m. Mr. Cerjan gave the Zoning Dept. report. He indicated 3 permits had been issued. 2 were new construction and one was remodeling. The house near Spencer School has been cleaned up. Mr. Cerjan indicated Cleveland Tire will be moving into a property on the South East corner of Myers and Rt. 20, the old Hines property. They will however need clearance from the Health Dept. in respect to the septic system. Mr. Cerjan indicated that we should in our next Zoning meeting review our rules since anything less than 200 square feet is not inspected by the County as is a deck under 30 inches, it maybe in our best interest to build in something in our Zoning to cover these areas. We should also look into issuing an Occupancy Permit, Mr. Mills will get a copy of the City of Geneva’s and we will work on adopting some type of Occupancy Permit procedure. It was indicated American Scrap Tire principals met with Mr. Cerjan, Mr. Mills and Mr. Russell in respect to some remaining issues with the property as well as the issuance of the new permit. It was indicated by the township representatives that the cleanup must be concluded before a new permit can be issued. Mr. Lee Schultz had applied for a use of the back of billboards and was not at the meeting by the Board of Zoning Appeals when it was turned down. He is requesting a variance for the signs, however there were 2 signs on separate pieces of property and it was indicated that new paperwork should be completed, payment for the one sign that had been received before will be sufficient for that property, however payment for the new piece of property would be required and a new Board of Zoning Appeal’s meeting will be set up to review these. A certified letter will be sent out to the individuals involved as well as adjacent property owners. This was based on a motion by Mr. Mills and a second by Mr. Pruden unanimously approved. Mr. Pruden pointed out the House Bill 426 in respect to Indigent Burials that will be effective Oct. 9th, 2006. Mr. Long was aware of it and will present it to the Cemetery Board. Mr. Pruden also made the motion that we hold Trick or Treat for Halloween on Oct. 29th, from 4 to6 p.m. Mr. Mills seconded the motion and it was unanimously approved. Trumbull Township in respect to them becoming a part of the NAD District. Presently we have been operating under a contract between NAD and Trumbull. Mr. Russell also reported that there is still a 50/50 chance that we could receive Issue 1 Funding on Barnum Rd. Mr. Pruden reminded everyone of the Hazardous Waste pickup on Sept. 16th, 2006 to be held at the County Fairgrounds, it has been on the Township’s website for a period of time. Mr. Russell reported on the Padanarum Rd. water project indicating that of the responses, 14 residents did not respond. A new letter will be sent to them and they will be contacted before the total responses can be reviewed. There being no further business, the meeting was adjourned at 10:21 a.m. |
