Regular meeting, Geneva Township Trustees, August 14th, 2008. Trustees returned from Executive Session from the July 9th meeting. The meeting was called to order by Chairman Mills at 9 a.m. Those present were Mr. Mills, Mr. Pruden, Mr. Russell and Fiscal Officer Long. Minutes from the July 9th meeting were approved on a motion by Mr. Pruden and seconded by Mr. Russell. Bills in the amount of $103,094.92 covered by warrant numbers 12869-12930 were approved on a motion by Mr. Pruden and seconded by Mr. Russell. Mr. Cerjan gave the Zoning Dept. report. He indicated that Lee Iapola had obtained a permit for building an addition on his property. Waste Management donated a dumpster to be put on the property to remove junk and debris to help clean up that area. A permit was issued to Jeff Wilson for a pole barn. Mr. Cerjan had investigated the vehicles on Route 20, they were to be taken care of. Bishop McCoy met with Mr. Cerjan in respect to zoning changes for the new church. The areas are presently zoned recreational. This was the old golf driving range on Myers Rd. Mr. Pruden reported on a property at 4551 N. Ridge E., apparently there is some problem identifying who the owner is. There has been some cleanup done on the property. Mr. Pruden also indicated there appear to be branches in the road right of way. Mr. Russell will check those out to determine if it is something we are responsible for or the State is responsible for. Mr. Pruden also indicated he had contacted Remax who indicated there is a contract to clean the house. Presently a contract to cleanup the yard is being advertised. Mr. Russell reported that Mark Moyer had called on August 5th, 2008 and has verbally resigned from the Zoning Board. He had been requested to send in a formal resignation letter which we have not received as of this time. On a motion by Mr. Russell and a second by Mr. Pruden to appoint Rick Arudt to replace Mr. Moyer on the Zoning Board, a new alternate will have to be appointed in the future. Mr. Cerjan also reported he had completed his inspection of the landfill and found no problems to report. Mr. Russell gave the Fire Dept. report. He indicated that the training center is moving forward. Due to some issues in the past in respect to the northern corners of the Township in respect to the response time. Resolution 2008-04 was passed on a motion by Mr. Russell, seconded by Mr. Pruden. Roll call revealed – Mr. Mills obstained, Mr. Pruden yes, Mr. Russell yes. The Resolution is a resolution establishing an advisory exploratory committee to study the need for a fire station in the northern part of the Township. Mr. Pruden reminded everybody the Landfill ribbon cutting ceremony will be on Aug. 19, 2008 at 10:45 a.m. Road Dept. report was given by Mr. Mills and Mr. Russell. Citizens from the Lake Rd. area were at the meeting to receive an update on the water problem in that area. Mr. Russell indicated that they had met with Tim Martin, the County Engineer who is preparing plans to resolve the water issue in the area. We have been treating the area with mosquito repellent to try and keep that problem under control. Hopefully the unseen problem will be resolved in the very near future. Mr. Russell indicated that reimbursement from the State should be due in the very near future in respect to the storm damage done this past winter. He also indicated that the Wheeler Creek Issue 1 Project looks like it will be approved. Paper work for that project will be presented at the next Trustee Meeting. Mr. Mills reported that on Rt. 534, near the airport there are several water problems, they are not in the right of way. It appears to be a civil action that has to be resolved among the neighbors. Mr. Pruden reported a number of street light problems, mainly Padanarum and Maple, East Spencer and Rt. 84 east of Myers. First Energy has taken care of part of them, the rest are a work in progress. Mr. Pruden asked if we do remove stumps when we take down trees? It was reported that is not within our policy. ODOT has constructed the base for lights at Maple and Rt. 534. There will be flashing lights caution at Rt. 534 and red stop on Maple Ave. Mr. Mills reported some asphalt work has been done to repair some bad areas and those areas will be chip and sealed at the next application. It was reported that Driftwood Inn is going up for auction, also Ray Juniors on Rt. 534 is closed. Mr. Long reported a recent meeting with First Energy indicating that street lighting will increase anywhere from 9 to 10 percent. He also indicated the bi-annual audit will begin on Monday, August 18th, 2008. Mr. Pruden reported on the landfill citizens advisory meeting which had been held at Waste Management, the meeting will be held on a quarterly basis. He also indicated that Waste Management’s Open House will be sometime in October 2008. Mr. Pruden asked about a lot split on Maple Ave, they were referred to the Health Dept. in respect to the ability to install a sanitary system there. Once that is approved, he would talk to Mr. Cerjan in respect to the lot split and possibly getting a waiver of the present rule. Trustees returned to Executive Session at 9:56 a.m. on a motion by Mr. Russell, seconded by Mr. Pruden.
