Geneva Township regular meeting, Aug. 11, 2010.

Trustees returned from Executive Session of 7/14/2010. The meeting was called to order by Chairman Mills at 9 am. Those present were Mr. Mills, Mr. Russell, Fiscal Officer Long and Zoning Inspector Cerjan. On a motion by Mr. Russell, seconded by Mr. Mills, the minutes from the previous meeting were unanimously approved. Bills in the amount of $32,842.33 covered by warrant numbers 14364-14410 were approved on a motion by Mr. Russell, seconded by Mr. Mills.

Mr. Russell gave the Fire Dept. report. He indicated that they are still investigating the possibility of a Fire District. It appears that the Townships best interest would be to continue on the Contract basis, however more will come as a result of additional meetings planned. He also indicated that the Golf Outing is set for Aug. 14th, 2010 at Geneva on the Lake.

Mr. Cerjan gave the Zoning report. He indicated 3 permits were issued. There was a new rule by the County to determine agricultural use. Permits had to be issued even though there was no charge involved. There were pole barns on Lake Rd. East, on Myers and a storage shed on Austin Rd.

There is still a conflict happening on properties on Austin Rd., however it appears that it will be a Civil matter rather than one that we can rule on. There is a house on Rt. 20 West, it appears that the County will remove it. When the property is sold, the County will recover their cost from the owner.

Mr. Cerjan covered the trailers on Countyline Rd. There appears to be a few more, he has been trying to contact the owner and as of this date has not been successful.

Mr. Russell and Mr. Mills gave the Road Dept. report. They indicated they had inspected the W. Maple Ave. with the State Representative to repair the road as a result of the bridge replacement on Rt. 20. The State indicated they will not pay for labor, however they will pay for materials such as stone and asphalt.

The Wheeler Creek paving project has not been started yet by Karvo Paving. The County will be contacting Karvo to determine what the problem is.

The vacating of Tuttle Rd., approximately 4400 feet to the landfill, the Township will be reimbursed for cost expended on the road. That is estimated at about $10,000. 1900 feet of Tuttle Rd. will remain in the Township. It is a 20 foot road and a 60 foot right of way. The Landfill has Public Hearings scheduled on the 23rd to proceed with the expansion.

The County recently did a speed study on Austin Rd. in respect to the new school. The present speed limit is correct and no change is required. We continue to work with the City in respect to signage, also working with the Schools to provide sidewalks for those children who would be walking to school. We also should look at North Ave. between 534 and Austin Rd. for sidewalks since some of the students in that area could be walking to school. The Township will be applying for Issue 1 on North Ave., the unpaved section of Wheeler Creek and possibly Lilac Court and Spencer Court.

Mr. Russell made a motion to authorize him to sign the agreement with the County to replace the culvert on North Ave. prior to paving. It was seconded by Mr. Mills and unanimously approved.

Mr. Russell reported that a fund raiser for Don Ferron will be held on Aug. 22nd from noon to 3 pm at the Harpersfield Community Center. Tickets are available now, Mr. Ferron has continued rehab and is making progress.

One of the members of the audience indicated that trucks on Lake Rd. have been damaging the road. Both concrete trucks and stone trucks are continuing to travel it. Mr. Mills will contact the Park Manager and State Highway Patrol to see what can be done.  

Township Park issues were brought up and the operations of the park, the recent meeting with the City Manager and Geneva on the Lake Administrator. A letter has been sent to the Park Commission with the concerns and issues. One of the issues is the present Park Manager from Jefferson and there are some issues with respect to the operations of the park. Geneva on the Lake gets most of the complaints and hopefully these issues will be resolved in the near future.

Paperwork for the NOPEC Grant has been submitted. They requested some additional information and Mr. Russell will provide it.

Bids are in for the 534 waterline replacement, CIR was the low bidder.

Fire Chief has requested quick lock fittings on all fire hydrants.

To date no further discussions with Saybrook on the new Police District but it is being pursued.

On August 22nd, 2010 NAD will have an Open House celebrating their 25th Anniversary.

Presentation for the Levies for the Ashtabula County Library was made. All funding now comes from State. They have had substantial cuts and need additional funds to operate. Costs reductions have been made as well as access to Public Libraries and hours of operation have been cut substantially. The Levy was defeated in May and it appears there will be more State cuts in the future.

There being no further business, Mr. Russell made a motion to return to Executive Session to discuss litigation, seconded by Mr. Mills at 9:55 a.m.
