Geneva Township regular meeting, Aug. 8th, 2007. The meeting was called to order by Chairman Mills at 9:00 a.m. Those present were Mr. Mills, Mr. Pruden, Mr. Russell and Mr. Long. The Trustees returned from Executive Session of July 11th, 2007. On a motion by Mr. Pruden, seconded by Mr. Mills unanimously approved the minutes of the July 11th, 2007 meeting. Bills in the amount of $74,154.63 covered by warrant number 11967-12047 were approved upon a motion by Mr. Russell, seconded by Mr. Pruden. Mr. Russell gave the road dept. report. He indicated that most of the chip and seal has been completed within the township. A great deal of roadside mowing has taken place as well as the paving on W. Maple Ave. has been completed. Chip and Seal has been completed for Spencer School and Geneva Elementary is being completed today, Aug 8th, 2007. There has been a request for a temporary traffic light at Rt. 534 and Maple Ave. as a result of the present detour from Austin Rd. A number of the Trustees have spoken to ODOT and it does not appear that a light will be forthcoming. There is a problem on Rt. 534 with drainage, Allen Moore from ODOT is looking into this particular problem. The Lake Rd. drainage problem which was addressed earlier in the year appears to be working well. The Addison Rd. paving project has been completed, the total project was just over $110,000. The joint Issue 1 Project with between Geneva on the Lake and Geneva Township for the Lake Rd. project was not approved in the first round. Since then ODNR has contacted the Township and the Lake and wants to participate in the paving of Lake Rd. The Township and Geneva on the Lake would make the improvements to the base, which is estimated at around $60,000, ODNR will pay for the paving. The base cost would be split between the Township and Lake Rd. The paving bid would be let in January with a completion by Memorial Day 2008. A member of the audience brought up a couple of trees in the right-a-way on Maple Ave. Trustees indicated they would look into this problem to determine what the resolution should be. Mr. Cerjan reported he had issued 4 Zoning Permits, an addition, a house on E. Maple, a pole barn on Wheeler Creek, and a Quanson hut at 3615 N. Broadway. The corner property on Austin and Maple is being cleaned up. Refer to an email this morning with a number of questions, Mr. Cerjan wasn’t sure about the individual questions and indicated that maybe the Prosecutor might have to rule on them. The email did not give an address, nor the persons name or phone number, Mr. Long will send a reply email to request this information. A call on tall grass has been addressed, the grass has been cut. Some question came up in respect to an advertising sign at the corner of E. Maple and 534 as well as delivery trucks parking in the road right-of –way blocking the view for the crossing. Mr. Cerjan will speak to the owner and try to resolve that problem. No one from the Fire Dept. was available for a report. Mr. Long reported on the Home Exemption Signup on July the 26th, 2007. Approximately 80 residents showed up and were signed up on that evening. Mr. Long also gave an update on the 534 Corridor Project. That meeting was scheduled for 10:30 a.m. on Aug. 8th, 2007. Mr. Long also gave an update on State Bill 117 in respect to Franchise Tax, as soon as the proper resolution wording is available, a resolution will be presented for approval. The CEDA Agreement was approved by the County Prosecutor’s office and a public hearing was scheduled for Aug. 29th at 7 p.m. Mr. Pruden pointed out that we had sent a letter to City Manger, Jim Pearson on the Austin Rd. and E. Maple traffic as a result of the overpass. We did get a response from Mr. Pearson and the area has been video taped. The Countyline Rd. waterline ground breaking was held recently and the project will begin soon. Mr. Pruden indicated he had attended a Safety Council Meeting on July 19th, 2007. He indicated there is going to be a change in the parking ordinance forthcoming. Also that a second K-9 Unit was being trained to replace Omar. He brought up the question of the speed limit on New London Rd. which we believe is 55 mph and does not have to be posted. A host agreement between Waste Management and the Township was presented to the County Prosecutor who indicated there was no problem with it however they suggested and forwarded a copy of another entities agreement for our review to determine if there is something that should be included within that agreement. On a motion by Mr. Russell, seconded by Mr. Pruden the Trustees returned to Executive Session to discuss possible litigation at 10:06 a.m.
