Geneva Township regular meeting minutes, June 13, 2007. Trustees returned from the Executive Session of May 9th, 2007 at 8:23 p.m. Mr. Mills called the meeting to order at 9:00 a.m. Those present were Mr. Mills, Mr. Pruden, Mr. Russell and Fiscal Officer Long. Minutes from the previous meeting were approved on a motion by Mr. Pruden, second by Mr. Russell. Bills in the amount of $65,260.24 covered by warrant numbers 11839-11905 were approved on a motion by Mr. Pruden and a second by Mr. Russell. Mr. Cerjan gave the Zoning Dept. report. He indicated he had recently issued a building permit for a new house on Lake Rd. W. being built by Mr. Bill Douglas. He has also been checking out a number of properties for junk cars, he indicated that a barn on W. Maple Ave. had been removed. He has investigated a doublewide trailer being installed on Martha Ave. and indicated it does meet our Zoning requirements. Also on Martha Ave. the Brady property still has a couple of automobiles and the grass has not been cut. The junk cars located at 4319 N. Ridge E. have no one living on the property, Mr. Cerjan is trying to locate the landlord to determine what must be done with the junk cars. Mr. Schupska gave the road dept. report. He indicated the 50 feet of berm on Lake Rd. that needed to be repaired has been completed. He also indicated they have been doing a considerable amount of cold patching in order to fix problems as a result of the winter. The new catch basin in respect to the leaning pole on Spencer Circle has been completed. They have done some additional roadwork on Addison in preparation for paving, the pre-construction meeting for Addison was held on June 5th, Koski Construction has the bid, it was indicated by the Commissioners that it must be completed by July 31st, 2007. The road crew has been installing approximately 800 feet of new piping on Lake Rd. to relieve the drainage problem. A new spreader has been ordered for stone for chip & seal but has not been delivered. Some ditching on Wheeler Creek Rd. has been done but the south end needs a great deal of work, the County will be contacted to see what assistance we might have there. It was indicated that the cleanup at Waste Management had a big turnout, Waste Management indicated they ran out of hot dogs and the number of residents turning out has exceeded any previous cleanup day. Mr. Russell reported that he had been in contact with Mr. Martussio in respect to the chip & seal that’s going to be required by the Township. He also indicated that the possibility of cold paving a couple of the small courts off of Martha and Spencer Dr. will be looked into based upon availability of funds. Mr. Pruden pointed out that the road crew has done a good job in handling the projects thus far this year. Fiscal Officer Long introduced the Resolution 2007-05, a resolution permitting the participation in the State Salt Program. Mr. Russell made the motion, Mr. Pruden seconded, all were in favor. Also Resolution 2007-06, to put the fire levy on the ballot in November. A motion made by Mr. Russell, seconded by Mr. Pruden, row call Mr. Pruden – yes, Mr. Russell – yes, Mr. Mills – abstained. Mr. Long reported on a meeting to take place on June 14th at 10 a.m. in the City Council Chambers in respect to the comprehensive study presently being conducted by the City, the entities surrounding the 534 Corridor being Geneva Township, Harpersfield and Geneva on the Lake have been invited to see if they would participate in an expansion of the study to include the Route 534 Corridor. It was indicated by our Trustees that they would be interested in that type of project, Mr. Long along with Mr. Pruden will be attending that meeting. Mr. Long covered the Resolution of Right of Ways within the township. He indicated that research had been done on it, at this point we are not ready to introduce a resolution in this respect, this would really only be necessary of S.B. Senate Bill 177 were to go through. Mr. Long also gave a report on Community Days held the second Saturday in May. Mr. Pruden asked about the pre-application, Mr. Russell indicated that he and Mr. Long had met with Geneva on the Lake and the pre-application for the joint Lake Rd. Project was to be submitted to the County. Mr. Pruden asked about the absence of occupancy sign for Township Hall in respect to the number who could occupy it, Mr. Long indicated he would talk to Chief Starkey and we would get the occupancy sign taken care of. There was a question from the audience in respect to Law Suit on the right of way near the Romeo Property; the lawsuit has been postponed after Mr. Pruden, Mr. Pasqualone and Mr. Schupska had received subpoenas to attend the hearing. Mr. Russell gave a report on the County Trustee Meeting; he indicated a representative from Ohio State University made a presentation to the group. Mr. Pruden reported on his trip to Washington to the Local Government Conference hosted by Mr. LaTourette. He indicated that the trip was very beneficial. Mr. Russell reported the CDBG Grant for the waterline on Maple Ave., looks like it will be funded by the Commissioners. Our responsibility will be the landscaping after the installation of the waterline takes place. Mr. Russell also reported that the Opticon System has been installed, presently it is in the testing stage and everything looks very good at this point. He also indicated the next Water Board Meeting will be on the 20th of June. Mr. Mills had indicated he had met with the City of Geneva and the Commissioners in respect to the sewer line going down Route 534 and he has indicated that progress in those talks have been made. A member of the audience indicated there is a pole on Lake Rd. which is owned by Windstream that is leaning and is about to fall down. Mr. Schupska will check it out and determine if there is a pole number and we will report it to the proper authorities. Evan Jahn gave a report on a summer project Waste Management has undertaken including our cleanup day and an Earth Day with the students of Spencer Elementary. Also Waste Management has adopted State Highway 534 from Roosevelt to the Geneva on the Lake line. There being no further business, the meeting was adjourned to Executive Session to discuss possible litigation at 10:15 a.m.
