Regular meeting Geneva Township Trustees, June 11th, 2008. Trustees returned from Executive Session of the previous meeting, regular meeting called to order by Chairman Mills at 9 a.m. Those present were Mr. Mills, Mr. Pruden, Mr. Russell, Fiscal Officer Long and Zoning Inspector Cerjan. Minutes from the Continuation of the Public Meeting on May 14th, 2008 and the regular meeting of May 14th, 2008 were approved with a couple of minor changes on a motion by Mr. Pruden, a second by Mr. Russell. Bills in the amount of $47,052.48 covered by warrant number 12761-12809 were approved on a motion by Mr. Pruden and a second by Mr. Russell. A representative of Lake County Engineer’s Office made a presentation indicating that they have made an OPWC application for reconstruction of Countyline Rd. from near Cunningham to Cashen Rd. They would like a letter of support in respect to the reconstruction, the project is estimated to take place in 2010 in respect to the repaving. The reconstruction will include replacing the vast majority of the base. Mr. Long will forward a letter to Mr. James R. Gills at the Lake County Engineer’s Office. Mr. Cerjan gave the Zoning report. He indicated that no permits have been issued. The Sherlock residence on Rt. 534 are beginning to cleanup, one trailer has been removed. Also on Wheeler Creek Rd. and Rt. 20 some of the vehicles have been removed, there are still more vehicles to be taken care of. Mr. Cerjan tried to make contact with Iapola in respect to his property, he has not been able to contact him and is still working on it. He also has attempted to make contact with the Caranci property and will try to contact them today in respect to the auto salvage that is going on in that area. Mr. Cerjan indicated he had made contact with the Mayfield property. Some of the cleanup has occurred. Mr. Pruden reported he had talked to Terry Palmer in respect to the second house on the east side of Addison from Rt. 20, he indicated Mr. Palmer had sent letters and there has been no response to the letters. He is preparing material for the Prosecutor’s Office for action. A member of the audience indicated that he thought the house had been turned back over to the bank, that will be checked out. A question in respect to the driving range on S. Myers Rd. It was indicated that the church has bought the property, they have not yet cut the grass and since the area is zoned recreational, they cannot have a church in the building until the zoning change takes place. Mr. Randy A. Vermilya of Warren & Young Attorneys at Law presented a petition for a zoning referendum regarding the Geneva Landfill action taken by the Zoning Board. Mr. Pruden made a motion, Mr. Russell seconded to accept the petitions as presented. There are approximately 190 signatures, the requirement is 128, the Fiscal Officer will certify and forward them to the Board of Elections within the 14 day time frame required under Ohio Revised Code 519-12. Mr. Vermilya presented them on behalf of Cynthia Ray and Sherry Whitmire. Mr. Russell gave the road dept. report. He indicated the ODNR, Geneva on the Lake, Geneva Township project on Lake Rd. W. has been complete and looks very good. He also indicated Issue 1 funding for this year is more money than the previous years due to the Economic Stimulus Package presented by the State. Our project is still the south end of Wheeler Creek Rd., which has been resubmitted. Mr. Russell indicated that chip and seal should start next week and that would include the help from the City and the Cemetery Employees. Paper work for the FEMA application has been completed and we should receive within 4 to 6 weeks approximately $3800. John Ashley of N. Myers Rd. described the drainage problem with his property. It was determined that a letter be sent to Tim Martin in regard to ditching the property to relieve the retention of water on the 15 acres of Mr. Ashley’s home. Mr. Russell indicated that the Barnum Rd. project work is being done, apparently the County Engineers recommend that we continue, get all of the base work done, let it settle over the winter and pave it next spring. He indicated there should be no problem getting an extension on the project. Mr. Pruden inquired in respect to the County ditching program, Mr. Mills has inquired about it. The County has done some ditching on North Ave. and that area will be pursued. A member of the audience asked if they would be notified when Barnum Rd. would be closed. It was indicated the only closing anticipated for Barnum Rd. would be during the paving itself. Another question was in respect to how much paving would be done, it was indicated that the paving would go from Rt. 84 to the Harpersfield line. Harpersfield chose not to join Geneva Township in that project. Another question about widening came up and Mr. Russell indicated that widening would take place in a couple of areas, however it would be in the road right-a-way. Also the new guardrails would be put up as part of the project. Mr. Pruden indicated he had received a complaint about dirt and dust when dirt was being moved up Austin Rd. for the overpass. He had contacted the individuals involved and they indicated it would only take place for a day. He also indicated a road sign on Padanarum Rd. was defaced, we have replace it. We received a letter from ODOT indicating that our double stop signs on roads approaching the State Rt. 534 were to be removed because it’s the State’s responsibility to do that. During that conversation it was indicated that flashing lights would be erected at Maple Ave. and Rt. 534. As far as the double signs, that would be up to the State once they have made their study. Mr. Russell indicated there would be a public hearing on the proposed waterline on New London Rd. The County has reviewed it with the residents, the Public Meeting will be held on June 18th at Geneva Township Hall. It was pointed out that PETA had sent a letter about the Circus to be held in Geneva Township on June 16th in respect to treatment of the elephants. The Circus will be held on Monday, June 16th, 2008 at 4:30 and 7:30 p.m. Mr. Russell gave a report on NAD calls, which are up over the year 2007. A new ambulance has been ordered for delivery next year. Renewal of a levy will be on the ballot in November. Mr. Mills gave the Cemetery report. He indicated a new sign and pad had been completed at Maplewood Cemetery, also we’ve had some extensive damage at Evergreen Cemetery with a number of trees falling as a result of the storm that went through the area on Sunday night, June 8th. Mr. Mills made the motion, Mr. Pruden seconded returning to Executive Session at 10:12 a.m. |
