Geneva Township regular meeting, June 10th, 2009. Trustees returned from Executive Session at 9:00 am from the May 13th meeting. Chairman Mills called the meeting to order at 9:02 am. Those present were Mr. Mills, Mr. Pruden, Mr. Russell, Fiscal Officer Long and Zoning Inspector Cerjan. Minutes from the May 13th meeting were approved on a motion by Mr. Pruden, a second by Mr. Russell. Bills in the amount of $62,256.24 covered by warrant number 13483-13542 were approved on a motion by Mr. Russell, second by Mr. Pruden. Chief Starkey gave the Fire Dept. report. He indicated the department now has a new boat and trailer. Presently 4 people are trained within the department. It was indicated that with the flooding concerns in the area on occasion this would be an advantage to have people trained in that particular area. The Training Center has had 2 burns, one including Vo-ed students. We can process training at a faster pace there at the Training Center. The work remaining is final grading and seeding of the area, plus the probability of a pavilion on the property. Chief Starkey covered the possible application for the Safer Grant, he is waiting for the specs and also there is a possibility of a Fire Station Grant that could be looked at. There is an estimated $10,000,000 of stimulus money that is available, it was determined by Mr. Russell and Chief Starkey that townships cannot apply however the City can. Mr. Russell indicated that the 1 mil new levy is ready, however it will not be voted on by the Trustees at this meeting until some further verification is obtained through the Fire Committee. Mr. Cerjan gave the Zoning report. He indicated the property at 6375 W. Maple did not have a permit but they now do have a permit. Jeff Carpenter obtained permits for additions on his home. Mr. Cerjan indicated that on the Iapola property some cleaning has been completed. A couple of other properties have been cleaned up that Mr. Cerjan has been following up on. He indicated he has talked to Mr. Osborne at Driftwood but has not been able to meet with him as yet to determine what kind of renovations are taking place. A Mrs. Petros on N. Myers Rd. had called in respect to having a fish hatchery, Mr. Cerjan referred this to the Prosecutor’s Office. The Prosecutor’s Office has indicated in a letter that it is okay and it is considered agricultural. Mr. Pruden received a call from a Joan Heist at a trailer park at Rustic Cove. She lives in number 11, she indicated number 13 trailer was being painted with mold, she had called EPA, EPA referred her to the County Health Dept. Mr. Pruden called Terry Palmer who will investigate. She was happy to hear that something was being done. The annexation of the Andrus property was approved by the County Commissioners. Mr. Pruden indicated if we had received any notification of a hearing, he had not. It was also indicated that the Geneva Trailer Park has multiple health problems, some of which Chief Starkey has been looking into. A resident of Lake Rd. indicated that some inquiries have been made to people who own property along Lake Rd. in respect to wind turbulence. None of the Trustees are aware of this approach. Mr. Russell gave the road dept. report. He indicated the crew was working on Barnum Rd. Koski Construction has not yet completed their part, there was one area that had to be ripped up and redone. Koski should be done by June 29th with their part of the project. Bids for paving will be open on July 8th, 2009 prior to the regular Trustee’s meeting. Mr. Russell indicated some re-routing had to be done since we have to meet the State’s standards in respect to the road. Over the years it had been moved almost out of the right-of-way and is being brought back to where it should be. After paving the water run off may increase, that will be addressed at that time. The project originally estimated at $320,000 probably will now exceed $375,000. The State will provide $160,000 which means the Township portion will be considerably more than the Township had planned. It was indicated that on Lake Rd., the lids on the drains should be secured in some manner, they are being displaced by mowers and this will be looked into by our road dept. A question came up by a member of the audience in respect to speed limits on the new Barnum Rd. After paving a speed study will be done by the County and the appropriate speed limits will be posted. Jim Pearson, City Manager from Geneva, indicated the problems on Ansel Rd. Storm water problems starting from the High School to the Deerfield area. A portion of it runs in the City and then into the Township. They are checking out a High School retention pond to see if it is working and what it’s contribution is to the problem. He indicated the water way ends and then is tiled, it appears the tile is broken up and that is where the water problem exists. He indicated if there could be any Township assistance in resolving the water problem by re-ditching or new tile. He indicated that 90% of the problem, approximately 1000 feet is in the Township itself along the tracks and on Ansel Rd. It was determined that we would talk to the County Engineer to see what options are available to the Township and helping in this particular project, the determination still has to be made if the school retention is adequate. It was also indicated that there are no storm sewers on Ansel, however there is sanitary sewers. Mr. Pruden pointed out that we had received our salt contract for the coming year. It was awarded to Morton Salt at a price of $5,611 per ton, it is approximately 11 to 12 dollars less than last year. Mr. Long reported that the County Auditor had eliminated the need for a mid-year budget, which had previously been required. Mr. Pruden reported on his trip to Washington DC, to a seminar hosted by Congressman Steve LaTaurette. He indicated various dignitaries presented programs during the seminar of both parties, also a number of local public officials were present. And he also indicated the presentations were very informative. He also reported on the County Trustee’s meeting that he attended along with Mr. Long and Mr. Russell, which was held at the Great Complex with presentations by their representatives. He also indicated we had received a thank you letter from the Chamber of Commerce for our contribution to Community Days, the contribution was funded by the Trustees and Fiscal Officer and by the Township. Bob Russell reported on the first phase of the Rt. 534 waterline project, also he indicated the County is looking for support for an Issue 1 Project to change a number of hydrants and replace a number of generators. The Township will provide a letter of support. There being no further business, the meeting was adjourned to Executive Session on a motion by Mr. Russell, seconded by Mr. Pruden. The Executive Session will be to discuss litigation.
