Geneva Township regular meeting, May 24th, 2006.

The meeting was called to order by Chairman Mills at 7:30 p.m. Those present were Mr. Mills, Mr. Pruden, Mr. Russell and Mr. Long. Minutes from the previous meeting were approved as presented on a motion by Mr. Pruden, a second by Mr. Russell. Mr. Pruden made the motion, Mr. Russell seconded the payment of bills in the amount of $25,889.56 covered by warrant numbers 11044-11072.

Mr. Schupska gave the road dept. report. He indicated they continue to fix the bad spots on Wheeler Creek Rd., they’ve added 8 new French drains in the area. Grindings of estimated 100 loads have been ordered which should begin coming on Thursday, May 25th, side boards on the truck have been completed, West Ave. water problem has been resolved, Spencer Drive catch basins have been repaired and the township has assisted spreading of stone and cinders at the township park. The new flower bed has been planted at the corner of the township property. Mr. Schupska reported that on cleanup day he saw 47 residents take advantage of it at Waste Management, who also supplied lunch to our crew.

Mr. Schupska received a call from a resident on Wheeler Creek Rd. indicating that someone had dumped a large number of tree limbs and clippings in the new ditch that we just had repaired. The road crew did clean the ditch out and it is back in workable condition. We will be cutting grass for the next 2 days in preparation for The Memorial Day weekend, Mr. Schupska also added that the new signs still have to be erected on Padanarum Rd.

Mr. Mills indicated we are still waiting for a bid sheet from County Engineer, Tim Martin, in respect to paving approximately 5000 feet of Wheeler Creek Rd. Mr. Khirwan from the audience pointed out that the heavier asphalt where the bus turns around should be applied, the township agreed.

The ditch on Myers Rd. will be cleaned by the County. We also received clearance from the County and the State in respect to installing culverts on State or County roads as long as the resident gets a permit from the entity involved. Mr. Pruden also checked with our insurance company to determine that we are covered during that installation.

Mr. Russell made the motion, Mr. Pruden seconded hiring of Blaze Pinkert at $8.00 per hour as a part time road worker. It was indicated that we would probably do a fall cleanup early October as recommended by Waste Management.

The Zoning dept. had issued one permit during the past month. Mr. Pruden reported that the property on Padanarum Rd. with the drainage problem had been looked at by Jim Walker from Soil and Water and he had made recommendations. Mr. Khirwan also pointed out that he had been asked for an estimate to correct that problem, he has not heard back from the residents.

Mr. Pruden made the motion, seconded by Mr. Russell to submit Barnum Rd. as our Issue 1 Project.

On a motion by Mr. Russell, seconded by Mr. Pruden it was decided to vote on the representatives from Ashtabula, Portage and Geauga County to represent us on the Integrating Committee. Mr. Long will complete the ballot and forward it to Geauga County Engineer.

Mr. Pruden reported on the County Trustee’s meeting. He indicated that Ray Saperito from the County Health Dept. made a presentation on the new septic regulations that would be effective Jan.1st, 2007. Senator Tim Grendale made a presentation, a substitute house bill 23, which gives the township power to approve or disapprove adult clubs and businesses that deal in pornographic material.

Mr. Pruden reported that we will probably not submit a CDBG grant application this year and that we presently have a grant which we received for Addison Rd., however some of the work to determine what percentage of middle and low income residents reside in certain areas in anticipation of a CDBG grant next year will be done.

The township received a copy of a letter from Fire Chief Starkey to Larry Meany in respect to upgrades in the water system within both the city and the township.

Mr. Pruden indicated that he had attended the Geneva Area Seniors Day, which was held at the Geneva Civic Center recently. He also reported he will be traveling to Washington D.C. on June the 14th to meet with Congressman LaTourette.

We have received the contract back from T-Mobile in respect to the cell phone tower to be erected on township property, Mr. Russell made the motion, Mr. Pruden seconded and unanimously approved the cell phone tower pending an okay by the County Prosecutor and receiving zoning approval from Geneva City.
