Geneva Township Trustees regular meeting, May 13th, 2009.

Trustees returned from Executive Session at 7:30 p.m. Mr. Mills called the meeting to order at 7:32 p.m. Those present were Mr. Mills, Mr. Pruden, Mr. Russell and Fiscal Officer Long. Minutes from the April 8th, 2009 meeting were approved on a motion by Mr. Pruden, seconded by Mr. Russell. Minutes from the April 29th meeting were amended to indicate that the Koski bid was recommended by Ashtabula County Engineer, Tim Martin. The minutes with the amendment were approved on a motion by Mr. Pruden, seconded by Mr. Russell. Bills in the amount of $39,154.75 covered by warrant number 13424-13482 were approved on a motion by Mr. Pruden, seconded by Mr. Russell.

Mr. Schupska gave the road dept. report. He indicated that we have been doing some crack sealing and clearing some catch basins that were plugged with leaves and debris. He also indicated a number of signs needed repair where they had been removed or stolen. Mr. Russell pointed out we should call the Sheriff’s Dept. and make sure that we have a report of each of these incidents so they would be one file. We also had 6 grates stolen on Barnum Rd. They were there for the current road project that is being done, again Mr. Russell instructed Mr. Schupska to notify the Sheriff’s Dept. of that theft.

Mr. Schupska indicated that the landscaping on Lake Rd. had been completed. We are still doing some ditching and pipe work to relieve flooding. We removed branches from the Township Park that had been picked up, we also filled a number of holes on Wheeler Creek in the unpaved section. Stone for the Barnum Rd. Project has been ordered, scheduled for delivery on May 14th, 2009. Also a load of stone was donated to Kiwanis Park in their parking lot along with the city of Geneva, which helped relieve the problem in that parking lot in time for the Easter Egg Hunt.

Mr. Pruden reminded everyone the Township Cleanup will be on Saturday, May 16th, 2009. Township Residents can take their trash to Waste Management on Tuttle Rd. They must provide identification of living within the Township. The County is presently working on Barnum Rd. and it was indicated that we would probably spend an additional $2,000 on grindings for the base. This was approved on a motion by Mr. Pruden, a second by Mr. Russell. Tuttle Rd. area was brought up that there are a number of spots that are bad and getting worse. We should fix them and it was indicated they should probably be dug out and the base repaired before paving. We also should contact Waste Management to determine what assistance we might get from them.

Mr. Russell gave a report on the Fire Dept. He covered the new building meeting recently held and indicated there was some positive feedback from the meeting. The Fire Chief is exploring donations of land for that new Fire Station. There is a possibility of a parcel of land at New London and Austin Rd. The Training Center had their first burn for live training last week.

Mr. Cerjan gave the Zoning Dept. report. He indicated that at 4535 E. Maple, a pole barn is going up, it did not have a permit. He has approached the owner who will obtain a permit. The fence problem at Roosevelt and Broadway has been resolved, also a number of property owners have been contacted about abandoned vehicles on their property and Mr. Cerjan will follow up to determine what action is taken. He also talked to a neighbor of Mrs. Johnson on Spencer Circle whose sump pump is being discharged into the yard and ultimately onto the Johnson property creating flooding. Some action will be taken to help relieve that situation.

Mr. Cerjan also indicated there was a lot split on N. Broadway of 57 acres, which was donated to the Cleveland Historical Museum. Also Tom Norman on Maple Ave. has moved some of the vehicles that he had been approached on. At 8839 N. Ridge W. a pole

barn is going up, the individual did not have a permit. He was approached by Mr. Cerjan, he has now obtained a permit. At 3183 S. Myers Rd. a permit was issued for renovations for that property. Joe Mallone Jr. has indicated that he has interest in the old Stormer Property for a mercantile business. Mr. Cerjan will continue to work with him on that  project.

The new Church on S. Myers Rd., occupying the property previously owned by the Golf Clinic wants to put up a sign, again Mr. Cerjan will work with them in respect to what the requirements are. He has continued to monitor the Iapola Property, there is still a number of vehicles there. We cannot find a proper address or phone number for his daughter whose name the property is in. They will continue to monitor that situation. Mr. Cerjan had talked to Tony Caranci about vehicles on Austin Rd. He has moved a number of those vehicles and will continue to do so. There is an automobile at the corner of Myers Rd. and Rt. 84, Mr. Cerjan will investigate that situation. Countyline Rd. still has a number of trailers and that property is now zoned residential and it should be cleaned up.

Mr. Pruden commended Mr. Cerjan on a job well done with the number of problems that occur within the Township at any given time.

Mr. Long presented the Fiscal Officer’s report. He presented Resolution 2009-05, a resolution to the Ashtabula County Auditor to determine how much revenue 1 mil would produce in anticipation of a Fire Levy to build the new building, going on the ballot in November. It would be a 1 mil Levy for 5 years. Mr. Russell made the motion, Mr. Pruden seconded. Roll call revealed, Mr. Pruden – yes, Mr. Mills – yes, Mr. Russell – yes.

Mr. Long also indicated that the Cemetery renewal levy will also be on the ballot in November 2009. It is a 5 year, ½ mil levy that will be up for renewal. He also indicated we have received this years new insurance bill, which is approximately $8400, a reduction of about $3600 in discounts was realized.

On a motion by Mr. Mills, seconded by Mr. Russell indicated to approach Ashtabula County Engineer to provide specifications for paving Barnum Rd. and advertising for bids. Bids would be advertised for both hot mix and cold mix to complete that paving project. Roll call, Mr. Pruden – yes, Mr. Russell – yes, Mr. Mills – yes.

Under Committee reports, Mr. Russell indicated that had met with the Environmental Services about the Maple Ave. waterline completion. He said the meeting was very good but the residents were not ready to pay under the present economic conditions. The other alternative would be that residents can hire their own contractor, have the line installed and turn it over to the County. The Padanarum Rd. waterline project was reviewed and it has not changed from the original survey.

Mr. Pruden reported on the Waste Management lawsuit and mediation meeting, which came to no resolution. The mediator will report to Judge Yost and the attorneys are to file briefs. Either Judge Yost will make a decision or the suit will go to trial.

At the Trustee’s meeting in Austinburg, it was decided not to fund the Sheriff’s Dept. from the Townships after a considerable amount of discussion took place.

Miss Debbie Caranci brought up that the Spencer Group was inquiring about stone at the corner of Rt. 20 and Myers Rd. on the northeast corner with an inscription about Mr. Spencer. We will look into the possibility of signage or movement of the stone.

It was indicated that the structure is being changed at Driftwood Inn and they presently do not have a permit. Mr. Cerjan will approach the owner to determine what exactly is being done and if a permit is required or not.

The north part of Wheeler Creek has a number of bad spots which will be looked into and repaired. These are reported by Mr. Kerwin, a resident of that area.

On a motion by Mr. Russell, seconded by Mr. Pruden, Trustees returned to Executive Session to discuss litigation at 9:06 p.m.
