Geneva Township regular meeting, May 12th, 2010. Trustees returned from Executive Session from the previous meeting at 7:30 p.m. The meeting was called to order by Chairman Mills at 7:31 p.m. Those present were Mr. Mills, Mr. Russell and Fiscal Officer Long. Minutes from the previous meeting were approved on a motion by Mr. Russell, seconded by Mr. Mills. Bills in the amount of $77,125.17 covered by warrant numbers 14179-14232 were approved on a motion by Mr. Russell and a second by Mr. Mills. There was no Fire Dept. report. Mr. Cerjan gave the Zoning Dept. report. He indicated that there was a pole barn being built on Myers Rd., 50 x 50 who had not obtained a permit. He would do so after contacted by Mr. Cerjan. He also indicated there was a permit for a 56 x 56 building on New London, that was Agricultural which also required a permit. Mr. Cerjan indicated he met with owners on Countyline Rd. He informed the owners that they cannot run a scrap yard, although the business is listed as auto repair and the autos are licensed. Waste Management indicated they will be coming to the Zoning Board of Appeals for a Variance and a Conditional Use Permit in respect to the expansion of the landfill. Those were to be filed on the 18th of May, a date will be set for the ZBA Meeting. On Monday the 17th, the County Planning Commission at 4:30 will review the vacating of Tuttle Rd. Mr. Russell indicated he plans to attend. The Road Dept. report indicated that the work on Barnum Rd. to widen the curve has begun. There has been a considerable amount of ditching around the Township and on Monday they will begin mowing the roadside grass. They have ground the road to be paved at Wheeler Creek and rolled it. It now has about one foot of compacted base. Drainage issues will still need to be addressed even though French Drains have been installed each 50 feet. The drainage in question is going down to Wheeler Creek in some form on both sides of the road. Next the process of bidding in the near future probably won’t take place until after Rt. 20 is reopened with the present construction going on there. Mr. Mills made a motion to request the County Engineer to prepare specs for the Wheeler Creek Paving Project and Mr. Russell seconded it. It was brought up that Mr. Martin indicated that not less then 3 ½ inches of asphalt should be used on Wheeler Creek. Mr. Russell indicated it looks like 4 inches is probably what we will end up requesting. It was also indicated that it was hopeful that it could be done in one strip, all 20 feet without a center line. This seems to be the best as far as it holding up. He also indicated that the request for striping of roads to the County Engineer was the same as last year. He also indicated that Maple Ave. from Wheeler Creek to Countyline has a great deal of more use with Rt. 20 being closed and the road is deteriorating rapidly. Mr. Russell indicated there will be a County meeting on new reflective requirements for signs. He indicates that we will apply for a Grant to do the assessment of our signs that are presently installed. Mr. Long indicated that the State Auditor has returned our books. The Audit was performed this year under the AUP or Agreed Upon Procedure that has been extended by the State to certain entities. We should be getting the final report in a short period of time. Mr. Long indicated the Insurance premium due is $9,743.00, which is somewhat less than what we paid last year. Mr. Mills reported that the Annual Cemetery Board Meeting was held on May 10th, 2010 at Geneva City Council Chambers. He also indicated that Richard Dana had requested the use of the Township Hall for a meeting in respect to the Alternate Government Option that is targeted for the Nov. 11th ballot. Jerry Ross, Vice President of Waste Management covered that permit process going forward with the landfill. Mr. Mills made the motion, Mr. Russell seconded returning to Executive Session to discuss litigation. The meeting was adjourned at 8:48 p.m. |
