Geneva Township Trustee’s regular meeting May 9th, 2007. The Trustees returned from Executive Session of 4-11-07 at 7:30 p.m. Mr. Mills called the meeting to order at 7:32 p.m. Those present were Mr. Mills, Mr. Pruden, Mr. Russell and Fiscal Officer Long. Minutes from the previous meeting were approved as presented on a motion by Mr. Russell, seconded by Mr. Pruden. Bills in the amount of $42,580.73 covered by warrant numbers 11784-11838 were approved on a motion by Mr. Pruden and a second by Mr. Russell. Mr. Schupska gave the road dept. report. He indicated that the work on Addison Rd. in preparation for paving was almost complete. This included the replacement of drainage pipe, widening of the road and etc. Paving bid has been let, the winner of the bid was Koski Construction. A pre-construction meeting will be held in the very near future. The road dept. has also been cold patching various holes throughout the township, they have done some yard repair at areas where they were damaged as a result of the winter and removed trees. They have replaced a number of hydraulic hoses on the 1999 truck. A problem on one area of Tuttle Rd. will be taken care of in the very near future. A gas leak which occurred on Addison Rd. was repaired and the line replaced, cost to be shared between the township and the home owner. Mr. Schupska pointed out that we need more stone for Addison Rd. and Tuttle Rd., he will convey the requirements to Mr. Russell and the order will be placed tomorrow. Mr. Pruden pointed out that on May 1st he received a call from a resident on New London Rd. because of flooding in the road. Signs were erected to prevent problems with drivers in the area. Also on Austin Rd. there was some minor flooding but it receded very rapidly. Our new truck is presently at Concord Equipment and the new body in being installed, the completed truck should be delivered by the end of June, early July. Mr. Mills pointed out that the paving on Addison Rd. will be one full pass of 18 feet, as a result no seams will be a part of that paving project. The County is applying for an Issue 1 grant to replace a waterline on the section of Route 534, they had asked for a letter of support from the Township, Mr. Russell will produce a letter and forward it to the county. Mr. Russell pointed out he has met with Geneva on the Lake on a joint project to pave Lake Rd. Geneva on the Lake is interested, they will be the lead entity. The preliminary work is in the process of being prepared. The Township project for next year, Wheeler Creek Rd. south to Route 20 has been completed and is ready for submission. The drainage problem on Lake Rd. has been addressed, the pipe has been ordered, as soon as that is received, work will begin to complete that project. Mr. Russell also pointed out the CDBG Grant has been filed for the waterline, approximately 750 feet on Maple Ave., west of Austin Rd. We received a letter from the Ohio Public Works Commission indicating they had approved our Barnum Rd. Issue 1 Project at $159,000. Total cost for the project should be in the area of $320,000, Mr. Russell estimates our inkind of $50,000, the rest would come from township funds. Mr. Cerjan gave the Zoning dept. report. He indicated that a permit was issued for a pole barn recently, he has a number of other pole barn construction issues pending. Junk cars on Maple and Austin have been removed, however he indicates the yard is still a mess. Property at N. Ridge E. #4319, needs zoning to inspect it for junk cars. Mr. Cerjan has also had a request to erect a storage facility on Rt. 20 East, more information will be forth coming as it becomes available. The North Ave. property has been cleaned up. The property on N. Countyline Rd., cars are still there and attempts to contact the owner have not produced a contact as of this time. Mr. Pruden pointed out Geneva Township Cleanup will be held on May 19th, 2007. Township residents can bring their debris to the landfill on Tuttle Rd. from 8 a.m. to 1 p.m., Waste Management will be serving hot dogs, proof of residency will be required. Resolution 2007-04, a resolution recommending the naming of the new Geneva Elementary School to be located on Austin Rd. was approved on a motion by Mr. Russell, a second by Mr. Pruden. Roll call, Mr. Mills – yes, Mr. Pruden – yes, Mr. Russell – yes. Mr. Long commented on attending the training in Columbus, Monday and Tuesday, he also indicated he had received from the Illuminating Co. rate requests being submitted to the Public Utilities Commission per the cover letter, it should reduce most customers bills by 4 ˝ %. Mr. Pruden pointed out that the School Tax Levy had passed by approximately a 2 to 1 margin which means that the new school buildings will begin to be built early in 2008. Mr. Pruden also commented on the County Trustee’s Meeting held on April 19th, 2007. He reminded everyone that Community Days will take place at Memorial Field on Saturday, May 12th from 1 to 5 p.m. Mr. Russell pointed out that the NAD Personal Conflict Workshop had 24 people who had registered, 12 showed up for that program. Mr. Mills and Mr. Long met with Waste Management to begin preliminary discussion on the agreement with Waste Management in respect to a various number of items. No decisions have been made at this time, the dialogue will continue. Mr. Pruden submitted a letter from the Senior Appreciation Day and indicated he could not attend, Mr. Long indicated he would be able to get there by about 1 p.m. Mr. Pruden also indicated he will go to Washington D.C. on May 16th –19th to attend Congressman LaTourette’s seminar. On a motion by Mr. Mills, seconded by Mr. Pruden unanimously approved hiring Mr. Robert Alderman as part time help for the summer. Ms. Carance pointed out that a meeting will be held on May 29th at 6:30 p.m. at the township hall in respect to the interest for a Platt R. Spencer Museum. The Cemetery joint meeting will be held on May 14th, 2007 in the Geneva City Council Chambers at 6:30 p.m. This is an Annual Meeting required of the Union Cemetery Districts. Mr. Russell requested that we put together a resolution for covering the disbursements in respect to insurance losses, Mr. Long will look into and have a resolution for our June meeting. A member of the audience indicated that a severe ditching problem exists on Wheeler Creek Rd. and also the new paved area that was done last year is holding up very well. Another member of the audience indicated the berm area on Lake Rd. has a severe drop off about 50 feet long, Mr. Russell indicated that we will look into it and correct the situation. Mr. Evan Jahn’s from the Waste Management indicated they have filed paperwork for the Adopt a Highway Program. They are applying to adopt Rt. 534 from Geneva Township line past Lake Rd. This is an area that is extremely important in respect to the summer tourist traffic. Mr. Mills made the motion, Mr. Pruden seconded a return to Executive Session to discuss possible litigation at 8:23 p.m.
