Geneva Township regular meeting, April 9th, 2008.

The Township Trustees returned from Executive Session of March 12th, 2008 at 6:58 p.m. Regular meeting was called to order by Chairman Mills at 7:35 p.m. Those present were Mr. Mills, Mr. Russell and Fiscal Officer Long.

On a motion by Mr. Mills, seconded by Mr. Russell minutes from the previous meeting were approved as presented. On a motion by Mr. Russell, second by Mr. Mills bills in the amount of $74,140.66 covered by warrant numbers 12565-12659 were approved as presented. 

Mr. Cerjan gave the Zoning Dept. report. He indicated that meetings in construction of new zoning book are proceeding with the next one scheduled for May 1st, 2008. Mr. Cerjan reported that he had received numerous calls for proposed additions to existing properties as well as a number of calls from realtors inquiring about particular areas within the Township. Mr. Cerjan will embark upon a notification to people who need to cleanup their properties in respect to the cleanup day coming up on May 17th. He will also inform that the price of scrap is way up so that it might be advantageous to the resident to take in the scrap metals to a scrap dealer.

A discussion in respect to House Bill 50 and junk vehicles was held. It was determined we should contact the County Prosecutor for their position on enforcement of House Bill 50.

On a motion by Mr. Mills, seconded by Mr. Russell the Public Hearing on the Waste Management rezoning is scheduled for 6:30 p.m. on April 30, 2008. On a motion by Mr. Russell, seconded by Mr. Mills, Mr. Tom Loveland was appointed as a member of the Zoning Board replacing Edwin Warner. Mr. Bob Warner was appointed Zoning Board Alternate replacing Mr. Loveland. On a motion by Mr. Mills, seconded by Mr. Russell, Debbie Caranci was appointed as an alternate to the Zoning Board of Appeals and will serve as Secretary.

Mr. Schupska gave the road dept. report. He indicated more cinders have been received on Monday of this week, stone from Kinder Morgan has also been received and stock piled prior to the price increase on April 1. The road crew has been cold patching, unplugged some driveway drains as well as mailbox repair. A number of the vehicles had received maintenance, one truck had the starter replaced. The road crew has made one pass through the township in respect to brush pickup, as a result of the ice storm a couple of weeks ago. As soon as the chipper is available another pass through the township will be made to remove the remaining brush. All of the snow fence that we erected for the year has been removed. Trash on Wheeler Creek Rd. has been picked up.

There appears to be a water problem on Lake Rd., the road crew will get to that as soon as possible. Rewiring of the tar machine has been completed and the list of roads to be striped has been forwarded to the County Engineer.

Mr. Russell reported that the documents to be forwarded to the State for reimbursement for ice storm damage were prepared, he made a motion to submit them to the State, seconded by Mr. Mills unanimously approved. On a motion by Mr. Russell, seconded by Mr. Mills it was agreed that we should try to obtain up to 2000 tons of grindings at $116.00 per load. It is an estimated 20 tons per load which means that we would be looking at an estimated 100 loads or $11,600.00 for the grindings.

 Mr. Russell made the motion, Mr. Mills seconded that hiring of Bob Alderman and Denny Crawford as part time summer help at a rate of $10.50 per hour. Mr. Mills made the motion, Mr. Russell seconded to accept the bid of Pinney Dock and Transport Co. for stone for the upcoming year. Mr. Russell made the motion, Mr. Mills seconded the acceptance of the bid of Severino Co. at $62,499.80 for the Lake Rd. base project. The acceptance of the bid will be based upon meeting all the specifications as set forth by the County Engineer and Geneva on the Lake. A motion by Mr. Russell, seconded by Mr. Mills agreed to accept the contract with Geneva on the Lake for the Lake Rd. Project. On a motion by Mr. Mills, seconded by Mr. Russell it was agreed to put on the 1mil road levy as a renewal, the levy will appear on the ballot in November of 2008. A motion by Mr. Mills, seconded by Mr. Russell to not object to a liquor permit requested by Blue Herron House on Route 534.

Mr. Mills reported the cemetery has ordered a new mower and trailer to haul their mower. It should be received by the cemetery in the very near future.

Mr. Russell reported that NAD is presently determining whether or not to place the 2 levies due for renewal on the November ballot. Mr. Russell also reported that the County is doing a survey to determine if a waterline can be extended on New London Rd. Mr. Russell reminded everyone of the tire pickup at the County in Jefferson on April 26th, 2008, the first 4 tires would be free, each additional tire would be accepted at a fee on $1.00 each. He also reminded the Township residents of the cleanup on May 17th, 2008. Residents would take their debris to Waste Management on Tuttle Rd. from 8 to noon.

On a motion by Mr. Russell, seconded by Mr. Mills, Trustees returned to Executive Session to discuss litigation at 7:58 p.m.
