Geneva Township regular meeting, April 14, 2010.

Trustees returned from Executive Session at 7:33 p.m. Meeting was called to order by Chairman Mills at 7:34 p.m. Those present were Mr. Pruden, Mr. Russell and Mr. Mills. Mr. Pruden moved that the minutes from the March 10th, 2010 meeting be approved, seconded by Mr. Mills and unanimously approved. Bills in the amount of $60,060.42 covered by warrant numbers 14109-14178 were approved on a motion by Mr. Russell and a second by Mr. Mill, motion passed unanimously.

Chief Starkey gave the Fire Dept. report. He indicated that progress continues on the Marc’s Radio Tower planned for the Training Center. The tower is waiting for financial approval from the State, once erected this tower will improve communications in the Township for any entity using the Marc’s System. Chief Starkey discussed the temporary placement of a Fire Engine at the Maplewood Cemetery Building due to Rt. 20 West being closed near Padanarum Rd. The engine was placed at the Cemetery Building and within the first week responded to a structure fire on Myers Rd. Chief Starkey thanked the Cemetery Board and the Trustees for working together.

Mr. Russell gave the Road Dept. report. He indicated that the Township received from the State the speed limit study for Barnum Rd. indicating a 40 MPH speed limit from State Rt. 84 to the Harpersfield line. The proper sign, indicating the speed limit have been erected by the Road Dept.

Mr. Mills indicated he will be contacting Tim Martin, Ashtabula County Engineer to review drainage concerns related to the Wheeler Creek Rd. Issue 1 Project.

Mr. Russell indicated he is working on a preliminary Issue 1 application for North Ave. This project will be a joint project between the County and the Township due to a County Culvert needing replacement. Estimated total cost of the project including the culvert replacement is $199,800.00.

Mr. Russell advised he received a letter from a City resident expressing concerns of the appearance of the CSZ Railroad Bridge over US Rt. 20 West and asking for the Township’s help getting the bridge repainted. Mr. Russell indicated he discussed the matter with Jennifer Brown from the City of Geneva, Ms. Brown advised that the City requested through CSX’s website that the bridge be repainted, Mr. Russell advised he has also requested through the Railroad’s website that the bridge be repainted.

Seasonal help for the Road Dept. was discussed. Mr. Pruden made the motion, seconded by Mr. Mills to rehire Dennis Crawford and Bob Alderman at a rate of $11.00/hour with no benefits other than PERS and Medicare effective the pay starting May 9, 2010, all the Trustees voted in favor of the motion.

Mr. Cerjan gave the Zoning Dept. report. He indicated that letters have been sent to 2 property owners on N. Countyline Rd. about Zoning violations. He also advised the Trustees that the Caranci Property on Austin Rd. is in the process of being cleaned up. Several cars from the back of the property were moved up to the road and are in the process of being removed.

Mr. Lynch expressed concerns about a possible operation of a salvage yard at 6568 N. Ridge W. Mr. Lynch presented Mr. Cerjan with a formal written complaint about the operation of the business along with documentation he obtained from the internet. Mr. Cerjan advised Mr. Lynch that he has inspected the business and has talked to the owners and believes that the business is not a salvage yard. Mr. Cerjan advised he will forward the complaint and supporting documents to the Ashtabula County Prosecutor’s Office for review and advise.

Martin Mihalik questioned a letter he received from Mr. Cerjan in reference to unlicensed vehicles on his property on N. Countyline Rd. After a short discussion between Mr. Mihalik and Mr. Cerjan, it was agreed that both parities will meet at the property and determine how to bring the property into compliance with the Zoning Code.

Tim Mills asked Mr. Cerjan to inspect the “Norman Property” on W. Maple Ave. for junk cars on the property.

Mr. Russell advised the Board he is investigating the possibility of obtaining funds from the neighborhood Stabilization Program currently being administered by the County to tear down a house at 6073 N. Ridge W. that had been badly damaged by a falling tree.

Mr. Pruden reminded everyone about the May 22nd, 2010 cleanup day. He also reported on the March 18th, 2010 Ashtabula County Township Association Meeting held in Jefferson. He indicated that the speaker was from the Ashtabula County Library District and provided information about the .25 Mil Levy that will be voted on in the May 2010 election.

Mr. Russell gave an update on the State Rt. 534 Corridor Study. A resident was concerned that if the study showed 534 should be widened from the City to the Lake, would the new waterline have to be moved.

Mr. Pruden brought up the fact that the Ashtabula County Solid Waste District will not be sponsoring any scrap tire disposal events in 2010 due to Budgetary reasons. Mr. Russell expressed concern that some people may choose to dispose their tires along the side of the Township Roads rather than dispose of them properly.

Being no further business, Mr. Russell made a motion seconded by Mr. Pruden to go into Executive Session to discuss litigation. The meeting was adjourned at 9:20 p.m.
