Geneva Township regular meeting, April 12th, 2006.

The meeting was called to order by Chairman Mills at 7:30 p.m. Those present were Mr. Mills, Mr. Pruden, Mr. Russell and Mr. Long. On a motion by Mr. Russell, second by Mr. Pruden minutes from the previous meeting were approved as presented with the exception of one change. Mr. Pruden made the motion, Mr. Russell seconded the payment of bills in the amount of $48,923.09 covered by warrant number 10937-10983.

Mr. Cerjan gave the zoning dept. report. He indicated that four permits have been issued in the last 2 weeks for various projects. He also indicated he had visited the EBAY sales on Padanarum Rd. and reviewed the guns that were on display, he has talked to the Sheriff’s Dept. who will investigate further.

Mr. Pruden referred to an article in the Township Monthly magazine, which covered the removal of junk car vehicles, trustees will review it along with the zoning inspector and it will be discussed at a future meeting.

Mr. Schupska gave the road dept. report. He indicated that the ditching on Barnum Rd. is complete. The new township driveway is complete for deliveries and stone has been delivered that had been ordered. We have been doing some cold patching, the drainage project on Jamison Lane is working and the ditching on Wheeler Creek Rd. is progressing in anticipation of establishing the base on that road. Most of the new speed sign areas have been marked off on the roads needing them. All of the signs have been received. The drainage problem on Austin Rd. near the Caranci property was brought up again and discussed, it was the feeling of the group that the problem should be resolved since it affects about 6 property owners. Mr. Russell made the motion, Mr. Mills made the second, it was unanimously approved to declare an emergency with that drainage problem on Austin Rd. subject to the approval by the County Prosecutor. Mr. Mills will check with him.

Mr. Crawford from Jamison Lane addressed the trustees and came to thank them for the drainage problem, which had been resolved on Jamison Lane and his property.

Mr. Pruden reported that there is not a streetlight at 534 and New London Rd., he felt this may had been one that had been ordered from First Energy when all of the road crossing lights were ordered last year. Mr. Long will research and determine if it is in fact one that should have been done. Mr. Pruden also relayed the call by the Sheriff’s Dept. for Lake Rd. East at the curve, which is actually in Geneva on the Lake where flooding on the curve and icing also occurred, Mr. Schupska responded along with the Geneva on the Lake police and did salt the area.

Mr. Russell reported a meeting with County Engineer, Tim Martin, and a new estimate has been received for Barnum Rd. The estimate is approximately $300,000. Mr. Mills also reported that going to cold mix instead of hot mix may be better on some lightly traveled roads, it will work better for roads with less than 10,000 cars per day. Many of our roads meet those specs. There is some consideration to using cold patching on both Addison and Wheeler Creek Rd.

Mr. Schupska reported that on Spencer Dr. we need some catch basins that have been repaired and driveway pipe, which has to be installed.

On a motion by Mr. Pruden, second by Mr. Russell the motion to create a position On Call Maintenance worker for the period May 1, 2006 – Sept. 30, 2006 at a pay rate of $8 to $10 per hour at a maximum 500 hours and to hire Peter Pasqualone as a grant consultant to the township to the period April 13th, 2006 – Dec. 31st, 2006 at a pay rate of $10.00 an hour, reimbursement for travel, meals and lodging per current township resolutions at a cost not to exceed $1700. All hours, meals, lodging and travel must be approved in advance by the trustees. Job descriptions for the positions are also included and unanimously approved.

Mr. Long gave the fiscal officer’s report. He indicated the website is fully operational and presently is being updated on an as needed basis. Recently an article appeared in both the Star Beacon and The News Herald in respect to the creation of the Township Website.

We received a letter from the Prosecuting Attorney, Tom Sartini in respect to charging individuals for damage to township property and it was determined by the prosecutor’s office that under Ohio Revised Code we cannot implement a resolution to this effect.

Mr. Pruden pointed out that the Community Block Grant applications are presently available, we should think about a project that we might submit under the Community Block Grant Program.

Mr. Mills gave the Health Dept. meeting report. He indicated the new Septic System Legislation, which is expected to pass, could appear to be very costly and a problem in Ashtabula County.

Mr. Pruden reported the County Trustee’s meeting will be held on April 20th, the notice has not yet been received. Mr. Long gave an update on the Cemetery indicating their presently planning for new Maplewood Cemetery is under way and hopefully all the quotes and bids will be in and progress can be made on that facility.

Mr. Russell reported that NAD presently has ordered some new equipment needed for obese patients, that there is a great deal of difficulty in moving someone who is 5 or 6 hundred pounds with the present equipment.

Mr. Brian Curtis from the audience indicated he has a number of concrete bumpers, which he would be willing to donate to someone, the township will look into it.

 Mr. Pruden asked Mr. Cerjan is any additional information is available in respect to the housing development on N. Myers Rd. Mr. Cerjan indicate that he had not received any additional information.
