Geneva Township Trustees regular meeting, April 11th, 2007. We returned from Executive Session of 3/14/07 at 8:40 p.m. Mr. Pruden called the meeting to order at 7:32 p.m. Those present were Mr. Pruden, Mr. Russell and Mr. Long. Minutes from the previous meeting were approved as presented. Bills in the amount of $126,652.84 covered by warrant numbers 11730-11783 were approved on a motion by Mr. Pruden and a second by Mr. Russell. Mr. Schupska gave the road dept. report. He indicated work was progressing on the Addison Rd. drainage in preparation for paving in June. A number of holes throughout the township have been cold patched, driveways on W. Maple, one has been completed, one has yet to be completed. All of the snow fences that have been erected have been removed. The problem on Spencer Circle with the Illuminating Co. pole leaning has been corrected, the catch basin has been repaired and we are waiting on the Illuminating Co. to complete their part. Mr. Schupska indicated the township had 85 tires they had accumulated, the City of Geneva dropped off an additional 47 tires which will be picked up by the County. Mr. Schupska talked about the problem on Martha Dr., he indicated there was only a 4 inch line which makes the flow very slow off of the property, however the line is on the property owner’s property and not in the township’s right of way. Mr. Russell indicated he has prepared the pre-application for paving the south end of Wheeler Creek Rd. This will be submitted as an Issue 1 Project. He also indicated the discussion with Geneva on the Lake about a joint project for Lake Rd. is continuing. Mr. Russell has forwarded a letter to the City of Geneva about their requirements for chip and seal, he indicated those should be returned to us by June 1st, 2007 so we can schedule those projects to be completed. Mr. Russell has also been involved with a project trying to determine drainage problems along the railroad tracks. Mr. Russell inquired about a joint project with the City on North Ave., it was indicated by the City Manager that the City does not presently have the funds to undertake that project. Mr. Pruden inquired in respect to Wheeler Creek Rd. south end what the estimated cost would be and Mr. Russell indicated about $199,000. That would include widening the road to 20 feet. Mr. Long pointed out that Austin Rd. will be closed from April 16th, 2007 until July 2008 for construction of the overpass. Mr. Schupska pointed out that the road dept. as of April 16th will go back to the 6 a.m. to 2: 30 p.m. work schedule. Mr. Cerjan gave the Zoning Dept. Report. He indicated he had issued a permit to Jeff Wilson on Jamison Lane for a pole barn. He indicated that the home next to Spencer School had a drain that was running actually into the building on school property. He checked with that property owners and they will re-route that drain. He will begin now that the weather has broken, checking up on the properties that need inspections in respect to junk cars and so on. Mr. Long gave the Fiscal Officer’s report. He reported on the local government conference recently held in Columbus. He pointed out some of the important changes in Legislation that are now pending. Upon Mr. Pruden’s request, Mr. Long also gave a report on the CIC Project for an outdoor Drama and the results of the study done by University of N. Carolina. Mr. Russell indicated they are completing the application for the CDBG grant for the waterline on W. Maple Rd., deadline is May 4th, 2007. Mr. Russell indicated the application should be completed before the deadline. He also indicated the Countyline waterline bid came in at $150,000 lower than the estimate. CIR was the low bidder, the estimated completion date is early Fall. Presently the Opticon System is being installed, it should be up and running by Memorial Day. Mr. Russell also reported that on May 5th a seminar to be held at NAD on personal conflict in the work place will be held. Evan Jahn and Jerry Ross from Waste Management was in attendance, there was some question about Generation Fees and it was indicated by the Waste Management representative that most fees go to the State. They did indicate that Host Community Agreements can be agreed upon between Waste Management and Township Officials. This goes beyond the regular legislation presently in place. Mr. Russell made a motion that Mr. Long and Mr. Mills meet with Waste Management Officials to investigate and possibly negotiate a contract of this type. It was seconded by Mr. Pruden and unanimously approved. Mr. Long and Mr. Mills will contact Waste Management once Mr. Mills returns from vacation. It was indicated that Spring Cleanup will be May 19th, 2007 from 8 a.m. to 1 p.m. Township residents may forward or take their disposables to Waste Management on Tuttle Rd. It was indicated that in this years Waste Management’s Annual report, 4 photos from the Geneva Landfill are a part of it. Mr. Pruden reported on the Health Dept. Meeting which he had attended and produced their Annual Report. In their report they indicated the contribution from each area, their indication was that the contribution from Geneva Township was $14,000 where in fact it is approximately $28,000. Mr. Long will look into those numbers. Mr. Pruden also pointed out that on April 23rd, the tire collection at the County Fairgrounds will be held also, Hazardous Waste collection at the Fairgrounds in September of 2007. The County Trustee’s Association meeting on March 15th mainly had presentations for about hospitalization and insurance plans. Mr. Pruden did investigate the County’s report that 2900 feet of ditching was done in the township last year, that did include N. Myers Rd., which is actually a county road. Mr. Pruden also brought in a copy of the County Regional Taskforce report and indicated it was available for review. Evan Jahn reported that the landfill on April 23rd will have an Earth Day Project with a number of school children planting trees, he also indicated Waste Management will be participating and Community Days on May 12th, 2007 at Memorial Field and we believe the Waste Management Nascar will be on display. Mr. Russell made the motion, Mr. Pruden seconded to go into Executive Session to discuss possible litigation. |
