Geneva Township Trustee’s regular meeting, March 12th, 2008.

Trustees returned from Executive Session from the Feb. 13th meeting. The meeting was called to order by Chairman Mills at 7:30 p.m. Those present were Mr. Mills, Mr. Pruden, Mr. Russell and Fiscal Officer Long. Mr. Pruden made the motion, seconded by Mr. Russell unanimously approved the minutes as presented from the Feb 13th, 2008 meeting. Mr. Pruden made a motion, Mr. Russell seconded the payment of bills in the amount of $39,165.52 covered by warrant number 12515-12577.

Mr. Cerjan gave the Zoning Dept. report. He indicated he has issued a number of permits during the past month, a number of additions, pole barn, off site sign and an addition to an attached porch and extending of roof lines. Mr. Cerjan covered a number of investigations he presently has under way in respect to some requests for additional permits as well as a number of junk cars and abandoned vehicles. Mr. Cerjan indicated that part of his investigation includes an abandoned vehicle on Countyline Rd. The trailers located on Countyline Rd., the owner has a license, which is good until July or August. It is questionable whether or not that license will be renewed. Also a complaint about the junk cars on Austin Rd. on the Iapola property, this has been an ongoing problem for many many years. It appears he is presently fixing the home on the property and claims he will be moving in. This particular case has been ongoing for nearly 30 years, there are still junk vehicles on the property. It was indicated that we would probably have to start the court action all over again since the property ownership has been transferred into Mr. Iapola’s daughters name. Mr. Russell did indicate that he had verified that taxes are being paid on the vacant lot adjacent to the property.

Mr. Cerjan pointed out that the continuation of the Waster Management hearing on the Zoning changes will take place on April 2nd, 6:30 p.m. Also the Joint Meeting of the Zoning Board, Zoning Board of Appeal and Trustees in respect to the Zoning Manual changes, will be continued at a meeting on April 3rd, 6:30 p.m. at the Township Hall.

Mr. Schupska gave the road dept. report. He indicated that a considerable amount of snow plowing has been done over the past couple of weeks with the storm. The new blade for the 97 truck was purchased, a number of mail boxes have been replaced. We have reached our salt allocation, which appears to be somewhere between 600 and 700 tons, we had more cinders delivered today. It was also indicated that a number of street lights are out, Mr. Pruden indicated he had contacted First Energy. Weather permitting we have been doing cold patching and mixing salt and cinders in anticipation of possible additional storms. The road dept. did investigate the area at Myers and Rt. 20 with water lying in the streets and Mr. Schupska indicated that it appears the drain is plugged and should be repaired as soon as the snow is gone.

It was indicated we should advertise for stone since our present our present contract ends on March 31st, Mr. Long will set up the advertisement.

Mr. Russell indicated that on March 5th, 2008, he declared a State of Emergency in the Township in respect to the ice and snowstorm for the Health and Safety of our residents. Mr. Pruden made the motion, Mr. Mills seconded unanimously approved submitting a packet to the State in respect to excessive costs and repairs necessary as a result of the storm. Mr. Pruden indicated that during the storm the traffic light at Rt. 20 and Myers Rd. was out for a short period of time. The road dept. received a card from a citizen for their work on the roads during the storm, it was left on the Township door on the morning of March 12th.

County Engineer, Tim Martin has sent over specifications for repair of the base on Lake Rd. It will be advertised to go out for bid with a bid closing of April 9th at 7 p.m. This was completed on a motion by Mr. Russell, second by Mr. Pruden and unanimously approved. Once the repair has been completed ODNR has already let a contract for repaving of not only the Lake Rd. area but all of the areas within the State Park. The whole project will exceed $1,000,000.00.

Mr. Pruden pointed out scrap tire pickup is April 26th, 2008 at the County. You can bring 4 tires for free, all other tires would cost $1.00 each. This will be held from 9 to 11 a.m.

An update on American Scrap Tire on Myers Rd., apparently the EPA is presently cleaning up the site.

Mr. Long brought up the fact that we had received a call from Michelle Lewis, a 211 Supervisor for Township services and it was indicated she had received a number of calls in respect to what will be done by the Township in respect to cleanup for the storm. It was indicated that the recycling center will accept all twigs and branches, any that are in the right-of-way will be picked up by the Township, they have arranged to get a chipper and will take care of those. They also indicated that under the Ohio Law burning should not take place.

Mr. Long reported that the Rt. 534 Corridor Study group has forwarded a request for a grant from ODOT. The request was submitted on time, it is presently being considered by ODOT and the individuals involved anticipate approval of the grant and moving forward with the Corridor Study to be completed sometime in the fall of 2008.

Mr. Pruden indicated that on March 27th there will be a Health Dept. meeting in Jefferson. Mr. Long indicated he will be in Columbus on March 26-28th to attend the Ninth Annual Local Government Conference.

Mr. Mills indicated that we should probably have some type of Credit Card to be used during emergencies. Mr. Long indicated that he would make the arrangements to obtain a Visa or Mastercard to be used during emergencies.

Mr. Russell reported that the plans are finalized for the waterline completion on Maple Ave. and it should be moving forward in the very near future. He also reported on the application for a grant to replace a waterline on 534 north of New London Rd. and also a new bulk water system, which is being considered to be put in place.

A number of citizens indicated during the meeting their appreciation of the road departments work in respect to the plowing done during the storm of March 8th.

There being no further business, the Trustees returned to Executive Session on a motion by Mr. Pruden, a second by Mr. Russell at 8:40 p.m.
