Regular meeting, Geneva Township Trustees, March 11th, 2009.

Trustees returned from Executive Session at 7:30 p.m. Mr. Mills called the regular meeting to order at 7:35 p.m. Those present were Mr. Mills, Mr. Pruden, Mr. Russell and Fiscal Officer Long. Minutes from the previous meeting were approved on a motion by Mr. Pruden, seconded by Mr. Russell. Bills in the amount of $54,961.24 covered by warrant number 13303-13364 were approved on a motion by Mr. Pruden, seconded by Mr. Russell.

Mr. Cerjan gave the Zoning Dept. report. He indicated 3 permits had been issued. Two for a pole barn and one for an addition to a house. He has received several complaints on Lake Rd. West on a couple of items, he has reviewed them and they appear to meet the requirements. The corner of Roosevelt and Rt. 534 is a fence on the neighbors property, the owner has not been able to be contacted. On Padanarum Rd. the resident reported a business that is taking place within a residence, Mr. Cerjan had investigated, there were no violations with the Zoning Code.

At the Zoning Board Re-organizational Meeting, Mr. Bob Warner has elected to fulfill the term held by Valerie Leitch, who had resigned. On a motion by Mr. Russell, seconded by Mr. Pruden, we accepted the appointment of Bob Warner to the Zoning Board and the resignation of Valerie Leitch. The Zoning Board of Appeals also had a re-organizational meeting, presently they only have the 5 members, they do need 2 alternates for the Board.

Mr. Schupska gave the Road Dept. report. He indicated that some trees have been removed, we received 100 tons more of salt also some additional grit. There has been some ditching performed on Maple Ave. and New London Rd. We used the City of Geneva sewer jet to assist in that project. Have been picking up some trash, submission to the County in respect to striping has been complete. We have received cold mix and also new flags have been put up at the Township Hall. On Austin Rd. approximately 120 feet of pipe needs to be upgraded to plastic pipe of the 12 inch size. Mr. Russell made the motion, Mr. Pruden made the second to replace the line indicated.

There is a pond on Austin Rd. that was dug to provide dirt for the overpass. It apparently does not have an overflow to the creek, as a result it is causing a number of problems on properties in the area as well as Maplewood Cemetery. That will be looked into. There were 2 street lights that are out that were reported to First Energy, they were reported on March 10th, 2009.

As reported earlier, the striping request to the County has been reported to the County Engineer by the Fiscal Officer.

It was pointed out that our trucks had been inspected on March 11th, 2009, some need some minor repairs which will be completed in the future. It was pointed out that some of the lights that were out on Maple/Wheeler Creek have been fixed, also it was indicated that the flashing lights at Maple and Rt. 534 are presently working.

The discussion in respect to Barnum Rd. indicated that the County Engineer will raise the dip by 36 inches after a discussion with Mr. Russell and the project will end up on that basis to be close to $320,000. On a motion by Mr. Russell, seconded by Mr. Pruden we authorize the advertising bid for the base on Barnum Rd., which will be due on April 16th, 2009 at 10 a.m. The roll call revealed Mr. Mills – yes, Mr. Pruden – yes, Mr. Russell – yes.

We have received a letter from the residents of Sylvan Ridge in respect to the gas lighting. Residents indicated they are paying over $300 a month for the lights. We will contact Ann Dinato from First Energy about the cost of setting up electric underground lines to provide this lighting.

Mr. Pruden made the motion, Mr. Russell seconded the hiring of part time workers, Denny Crawford and Bob Alderman beginning May 1st and they will work 7 hour shifts at $10.50 per hour. On a motion by Mr. Pruden, seconded by Mr. Russell the Annual Cleanup will be held on May 16th, 2009 from 8 to 1 p.m. Residents are to take their trash to the landfill where identification will be required.

It was indicated that Countyline Rd., south of Rt. 20 will be paved by the County. New reflectors and stop signs will be implemented by 2012 based upon a State change. The Maple Ave. waterline is complete, the flow is good and the pressure is very good. The connection to Myers is in place when is fact that part of the line is completed.

The Fire Dept. report was given by Chief Starkey. He indicated there were some water issues, flooded basements that the Fire Dept. is dealing with. The boat ordered by the Fire Dept. is due in, the motor was donated and the Fire Fighters were training on the Cuyahoga River. A new structure at the Training Center is complete. Hydrants will be installed at the Training Center to provide further training. In respect to further information on the North Fire Station, requests for funds thru a grant will be submitted. Kevin Grippi, the Administrator at Geneva on the Lake, has indicated that a talk should begin in respect to forming a Regional Fire District, there are some questions that will have to be answered. One in particular was about the Class 4 problem, which we presently enjoy which has a direct affect on the insurance rate. However the possibility will be pursued.

Fiscal Officer’s report by Mr. Long indicated that the settlement had been received and appears to be equal to or better than the previous year. There was some concern about delinquencies being up with the present economic conditions. However interest rates are down so as a result that income will be far below our budget as well as the landfill tonnage should be down and will also be under budget.

Under old business, Mr. Russell pointed out that the 2006 canvas of the Padanarum Rd. for water turned out to be about $30.00 per foot, those residents will be approached again. That line will tie into Maple Ave. and it appears that the present cost should be somewhat lower. Maple Ave., east of Austin to Myers, to complete the loop, approximately 2000 feet of waterline would have to be installed. It was indicated that we may be able to do that next year. Mr. Russell made the motion, Mr. Pruden seconded applying for the CDBG grant funds for that particular project.

Mr. Russell indicated that he had met with Mr. Saparito, the Saybrook Township Trustees and the County Commissioners in respect to independent testing of water around the landfill.

The prices of a jack to lift the trucks were indicated, Mr. Schupska will get bids and submit them to the Trustees.

Mr. Pruden pointed out that he had given a Deposition on the landfill on March 3rd, 2009 in Chardon.

Members of the audience indicated that the present flashing lights at Rt. 534 and Maple Ave. should help considerably. We received a complaint from one citizen in respect to drains on Spencer Circle that are clogged up from cinders and salt, the drains will be checked on March 12th, 2009. Again the question about cinders used on the roads came up, it was indicated they provide far more traction then salt alone.

On a motion by Mr. Russell, a second by Mr. Mills, the Trustees returned to Executive Session to discuss litigation.
