Geneva Township regular meeting, Feb. 13th, 2008. Trustees returned from Executive Session from the previous meeting of Jan. 9th, 2008. Those present were Mr. Mills, Mr. Pruden, Mr. Russell and Mr. Long. Chairman Mills called the meeting to order at 7:30 p.m. Minutes from the previous meeting were approved as presented on a motion by Mr. Pruden, second by Mr. Russell. Bills in the amount of $70,178.62 covered by warrant numbers 12434 – 12514 on a motion by Mr. Pruden, second by Mr. Russell unanimously approved. Mr. Mills gave the Zoning Dept. report. He indicated 2 permits had been issued since the last meeting. He also indicated Mr. Cerjan had a meeting on Saturday with Big M Motors about an expansion they are planning. Mr. Russell suggested that we set the Spring cleanup date and that the Zoning Inspector advised properties in the area that need cleanup when the date is and suggest that they take advantage of the cleanup date. In conjunction with Evan Jahn from Waste Management, May 17th, 2008 was setup as the day unless a conflict was to come up. Mr. Pruden reported that the truck is gone and a tree was cut down that was in the right of way in front of the Iapola Property. The zoning update was suppose to be arriving around the 20th of Feb. from our consultant, this will be the first draft of the final version. It will be reviewed by members of the Zoning Board, Zoning Board of Appeals, Trustees and the meeting is set up for early April to review the draft. On Feb. 6th, 2008 Mark Moyers, Bob Russell and Tony Long met with the planning commission in Jefferson in respect to the proposed expansion of Waste Management. A number of people have taken a tour of Waste Management in preparation for the public hearing at 6:30 on Feb. 21st at the Township Hall. Mr. Pruden indicated that the Township should have a comprehensive plan, it was indicated that was a good idea and probably should take place once the Route 534 Corridor study is complete since that is an important part of any comprehensive plan that would be developed for Geneva Township. The ten acre property on the old Castaway property bordering Geneva Township and Geneva on the Lake is presently being cleared of the timber, Mr. Mills reported that he has talked with the owner who indicates he does not know at this particular time what he is going to do with the property. He is negotiating with Geneva on the Lake in respect to sewers. Mr. Mills also reported Geneva on the Lake has proposed running sewers up 534 to Audobon Lake Campgrounds who has requested the ability to hook into a sewer system. Mr. Schupska gave the road dept. report. He indicated 700 feet of pipe had been installed on W. Maple Ave., which has really resolved the drainage problem in that area. We have been cold patching as time permits and resolving water backup problems that are caused by leaves or other blockage to the drainage system. It was also indicated that we have additional salt and cinders coming as we are running low at this point. Mr. Schupska indicated the new stop sign and reflectors were all put up, however a number are already missing. Mr. Mills pointed out we have had good reports on the snow plowing program this year from our residents. A member of the audience indicated it appears that too much of the cinders are being used in our mix, Trustees pointed out that we have reduced from 3 to 1 to 1 to 1 mixture with salt. The resident indicated that catch basins will need to be cleaned since the cinders appear to have covered them. The area at Rt. 20 and Myers Rd. appears to have a water buildup, those are County and State routes, however we will look into them. Mr. Pruden pointed out that we had 14 streetlights that were out and they have been fixed after a call to Ann DiDonato of the Illuminating Company. The Addison Rd. speed limit signs at 25 mph are up as well as the W. Maple signs. Our road crew has worked 28 straight days due to the weather over the past month and a half. There was some question in respect to the streetlights on Padanarum Rd. if the State Park was paying for them. It was decided that after consultation with the Illuminating Co. to determine who was playing for those lights, if the Park is paying for them and would like to discontinue that practice, it was pointed out that we should probably pickup and continue those lights in that area. Tim Martin is preparing the specs for the Lake Rd. Joint Project with Geneva on the Lake, they should be complete in the very near future. On a motion by Mr. Mills, seconded by Mr. Pruden the authorization for a letter to go the County Commissioners requesting a weight reduction on our roads from Feb. 15th to May 31st, it was unanimously passed. Resolution 2008-07, a resolution in respect to the State Park Lodge was passed on a motion by Mr. Pruden, a second by Mr. Russell. Roll call revealed Mr. Mills – yes, Mr. Pruden – yes, Mr. Russell – yes. Mr. Long reported that we had forwarded a letter to ODOT in support of the Grant application for the Route 534 study. That application has been submitted and it is for $250,000 Grant. Mr. Pruden reported on the County Trustee’s meeting which took place in Jefferson sponsored by the County Commissioners who all made presentations at the meeting. Mr. Pruden also indicated that a citizen had requested an expansion of a gas line east from Myers Rd. on 534, he advised the individual to contact the neighbors in the area to see if there was additional desire to have that. Mr. Pruden also pointed out that the Jefferson Gazette has been giving us very good coverage in the Newspaper. Mr. Russell pointed out that NAD had 234 calls in the district during the month of January, that is the highest call number in any month in their history. They are presently 84 calls above the same time 2007. Mr. Russell pointed out a survey is being conducted on New London Rd. in respect to a request for water. A member of the audience pointed out that the Fire Hydrants on Counytline Rd. are very low and for all practical purposes are useless. Mr. Russell indicated he will talk to Larry Meeney and the Fire Chief about this. There being no further business, Trustees returned to Executive Session on a motion by Mr. Russell and a second by Mr. Pruden at 8:38 p.m. |
