Geneva Township regular meeting, Feb. 10th, 2010. Trustees returned from Executive Session at 7:30 p.m. Chairman Mills called the meeting to order at 7:32 p.m. Those present were Mr. Mills, Mr. Pruden, Mr. Russell and Fiscal Officer Long. Minutes from the previous meeting were approved on a motion by Mr. Pruden, seconded by Mr. Russell. Bills in the amount of $54,113.08 covered by warrant numbers 13994-14045 were approved on a motion by Mr. Pruden, seconded by Mills and unanimously approved. In the Zoning report it was indicated that Mr. Jack Allman is working on the Zoning map. The only difference will be that the property owner’s name will not be on the parcels. It was indicated that in many cases they aren’t up to date in any event so Mr. Aultman is working on the new maps with the changes in respect to predominantly the Waste Management rezoning. Mr. Cerjan indicated that the Iapola Property is being cleaned up. We still have not identified the location of the owner. In the Road Dept report it was indicated our Superintendent of the Roads, Gordon Schupska is off having Eye Surgery. We only have 2 road workers and they seem to be handling the snow pretty well. One of our part time workers presently if off with Pneumonia. We had one truck fixed on the 9th of February, to date we have used 475 tons of road salt. Mr. Pruden also indicated that he had reported 4 street lights out, 2 have been fixed at this point. Mr. Russell made the motion, Mr. Pruden seconded to go out for bids for stone. The Fiscal Officer will prepare that information for the Newspaper. Mr. Russell indicated he had talked to the Commissioners about vacating Tuttle Road. The Prosecutor’s Officer indicated the Township should request the vacation. Waste Management’s Attorney says they should request the vacation, hopefully this will be resolved in the near future. Waste Management has a new map in respect to the locations that have been somewhat changed from the original. Mr. Russell indicated he had talked to Tim Martin on the Issue 1 for the future project completing Wheeler Creek Rd. and North Ave. within the Township. On the present Issue 1 project for Wheeler Creek most of the work for the base is completed. It should be ready for paving this spring. Hopefully we can go to bid sometime in May and hope to have the paving completed by June or July. Mr. Pruden made the motion, Mr. Russell made the second to request the Commissioners to reduce the weight limits on Township roads. Chief Starkey gave the Fire Dept. report. He indicated that the Firemen had recently gone through Ice Rescue Training down at the Lodge. Also they have been working with the Marc System, a tower will be erected at the Training Center site in order to accommodate the Marc System. Hearings for variance at the City are presently going on to allow the tower. Chief Starkey is also asking that fees be waved for the Fire Dept. and NAD. The other element is that the tower will add coverage in the fringe areas of the Township. Chief Starkey indicated the Fire Fighter of the Year is Tom Clay, he also received a Fire Fighter of the Year Award from the Shriners. Mr. Long presented a transfer of a carryout license permit at Countyline Superette. Mr. Pruden made a motion, Mr. Russell seconded unanimously approve to indicate that we had no objection to this transfer. Mr. Russell pointed out that the restricted covenant has been released. The release includes a transfer of the old Daugherty Landfill into the new area. Mr. Pruden pointed out that May 22nd, 2010 is the scheduled Spring Cleanup Day from 8 am to 12 noon at the landfill. Mr. Pruden also reported on the Jan 13th Township Association Meeting at the Commissioner’s Conference Room. It was a presentation by EMA Director, George Sabo. Also Lisa Hawkins indicated that the Census is moving along for 2010 and that there are positions available, especially in the Geneva/Geneva Township area. Mr. Pruden did point out that we received a notice that the pre-construction for Route 20 in Township will be on March 2nd, 2010 at the District 4 Office in Ravenna. That work is scheduled for this Spring on Route 20 West. The Zoning Board has had their Organizational Meeting. They do need 2 Alternates. Mr. Russell indicated that if we don’t come up with a couple of Alternates, we should advertise. Mr. Russell made a motion that Tom Clay inspect our vehicles, it was seconded by Mr. Pruden and unanimously approved. The Police Protection Question is being promoted by Saybrook Township. Saybrook has had a meeting already with the City of Geneva, a number of questions were raised and we will continue to be involved. Saybrook would be interested in talking about a Fire District also. We should also be a part of this process. There’s a question of the Sheriff Protection in the future if the Sales Tax is not passed, no one is sure what that answer is. The Financial and Economic conditions has effected all entities as well as the County. Herb Trask brought up the problem of the gas line on Addison Rd. Mr. Mills will try and contact the area Manager from Dominion to resolve the problem. There were some questions on the new Zoning Manual. It was indicated that the meeting should resume in March and the completed manual should be done within the near future. There being no further business, on a motion by Mr. Russell, seconded by Mr. Pruden to return to Executive Session to discuss litigation at 8:40 p.m.
