Geneva Township regular meeting, Dec. 14th, 2011.

The meeting was called to order by Chairman Mills at 7:30 pm. Those present were Mr. Mills, Mr. Pruden, Mr. Russell, Fiscal Officer Long and Zoning Inspector Cerjan.

At this point the meeting was held up and Fiscal Officer Long swore in the new Trustee, Dennis Brown.

On a motion by Mr. Pruden and a second by Mr. Russell the minutes from the previous meeting were approved. Mr. Russell made the motion, seconded by Mr. Pruden to pay bills in the amount of $71,200.56 covered by warrant numbers 15340 – 15413.

Mr. Schupska gave the Road Dept. report. He indicated the 2007 truck was being repaired. The sign that had been removed has been replaced. They have been ditching and the back hoe has restored the drainage on Martha Ave. There has also been ditching on Walter Main Rd. and they also widened the turn on North Ave. A problem on Barnum Rd. is resolved by using the City sewer jet. They have picked up a number of dead deer within the Township. The plows have been repaired and are ready for winter and we recently purchased a new air hose for our compressor.

ODOT will replace the Mt. Pleasant Cemetery sign that had been removed. A question on the culdesac on Tuttle Rd. came up and it was indicated that it is near completion somewhere in the area of 80% to 90 %. There were signs to be erected as well as lights to be put up. There was some discussion in respect to oil well drilling potential in the area. It was indicated that an agreement with the entity where they are drilling must take place. It was also suggested that the individuals talk with Attorneys before they sign any agreement.

On a motion by Mr. Russell and a second by Mr. Pruden, full time Road Dept. employees will receive a bonus of $250.00.

Mr. Cerjan gave the Zoning report. He indicated that they just issued a permit. He had also visited the Janson property on Walter Main Rd. and some of the material has been separated and some of it was not desirable. A discussion about oil and gas drilling again was held.

Chief Starkey gave the Fire Dept. report. He indicated three new trucks are in service and the newest one, the new ladder truck is almost ready to be in service. In January there will be a new covering for it and the new ladder truck will be completed. The new truck purchased for the Dept. from Madison was here at the Township for review by residents in attendance for the meeting. A new pickup truck was also purchased for the Dept., however it is still white. A new Firefighter was introduced and it was indicated by the Chief that the City Council had approved the Fire Contract. On a motion by Mr. Pruden and seconded by Mr. Russell, the Fire Contract for the next 2 years was approved. Roll call indicated: Mr. Mills – yes, Mr. Pruden – yes, Mr. Russell – yes.

Resolution 2011-08, a resolution accepting the rates from the County Auditor was approved on a motion by Mr. Russell and a second by Mr. Pruden.

The 2012 Budget presented by Fiscal Officer Long was approved on a motion by Mr. Russell, seconded by Mr. Pruden. Roll call indicated: Mr. Pruden – yes, Mr. Russell – yes, Mr. Mills – yes.

Resolution 2012-01, the Appropriation for the year 2012 was approved on a motion by Mr. Russell, seconded by Mr. Pruden. Roll call revealed Mr. Russell – yes, Mr. Mills – yes, Mr. Pruden – yes.

It was indicated that the Organizational Meeting will be held on January 2nd, 2012 at 10:30 am. Normally this meeting is held in December, however Trustee Brown does not take over till January 1st. That was based on a motion by Mr. Russell seconded by Mr. Mills and unanimously approved.

Chief Starkey indicated that the “Share a Christmas” has gone very well. 44 families at this point will be involved. It was also indicated donations were very good this year.

Some question on the Recycling Center came up in respect to the financing. It was indicated that some required assistance for financial support from the entities other than the City of Geneva who use it.

Mr. Pruden pointed out that the Citizen’s Landfill meeting was conducted by phone and he also indicated response was not good.

A new line had been installed on Austin Rd. which seems to have resolved the water problem in the area. Part of the problem in installing the line was hindered by a gas line in the area. It will be moved by Dominion and a larger ditch will be dug.

A member of the audience indicated the Pratt R. Spencer Memorial, including the large stone which is at the corner of Myers and Rt. 20, hopefully will be relocated at the Courthouse on W. Main.

There being no further business, the meeting was adjourned at 8:35 pm. on a motion by Mr. Russell and a second by Mr. Mills.
