Geneva Township regular meeting, Nov. 14, 2007. Trustees returned from Executive Session from the meeting of Oct. 10th, 2007. Mr. Mills called the meeting to order at 7:35 p.m. Those present were Mr. Mills, Mr. Pruden, Mr. Russell and Mr. Long. Minutes from the previous meeting were approved on a motion Mr. Pruden, seconded by Mr. Russell. Mr. Russell made the motion, Mr. Pruden seconded the payment of bills in the amount of $36,635.14 covered by warrant numbers 12206-12278. Mr. Mills turned the meeting over to Vice Chairman Pruden for the Fire Dept. report. Chief Starkey had left the meeting to attend to a fire call, however the amendment to the Fire Contract was discussed. Mr. Pruden made the motion, Mr. Russell seconded acceptance of the amendment to the fire contract. Row call, Mr. Pruden – yes, Mr. Russell – yes, Mr. Mills – abstained. Mr. Schupska gave the road dept. report. He indicated that we have been doing a considerable amount of crack sealing, we had added more topsoil on some areas on Addison Rd. and completed fixing drainage on New London and Spencer Dr. We had received 100 tons of salt in preparation for the winter season, he also indicated that a few trees had to be removed on Walter Main Rd. after a wind storm and the new truck had been serviced due to some problems with the brakes. It was indicated we need to order 14 more stop ahead signs to complete our project within the township, also we will need a number of stop signs and posts, 3 areas the stop sign and post have totally been removed. Those will be replaced. A member of the audience from Wheeler Creek Rd. indicated that the school buses are turning around in his driveway, he indicated that this would create a big problem with the apron that was recently created when the paving was completed on Wheeler Creek. Trustees will look into this matter. Another member of the audience questioned the assistance at Raymond’s Supply. Mr. Mills responded by indicating that Mr. Raymond put in the catch basin, we then tied into the catch basin to the road to help alleviate the drainage problem. The culvert replacement on Maple Ave. has been complete and the road has been reopened. Mr. Pruden indicated that a speed study of Addison Rd. may still be conducted, in the mean time the present signs will remain until a decision has been made on that matter. 35-36 residents took advantage of the Fall Cleanup held on Oct. 20th at the landfill. Mr. Pruden reported that a large number of trucks from Nelson Sand and Gravel have been traveling township roads to the overpass, again the concern about damage to township roads. He also indicated for the third time he has called First Energy on the streetlight on Route 20, it still has not been repaired. In Mr. Cerjan’s absence, Mr. Mill gave the zoning dept. report. He indicated a couple of permits have been issued, one for a pole barn, another for a sign on N. Broadway. Mr. Cerjan had included in his report problems again with the Iapola Property, trailers have been hauled in, Mr. Cerjan asked Mr. Iapola what was going to happen with them and he indicated he was going to fix them up for storage. Mr. Cerjan informed him he cannot use them for storage and they had to be removed. There are a number of other concerns with the property. The house has no floors, the Building Dept. has been notified, there are at least 4 unlicensed vehicles, a number of dead trees in the right of way and under the Court Order based upon information from the audience, he is not suppose to have these items on the property. We will check further into these problems, however on a motion by Mr. Russell, a second by Mr. Mills unanimously approved that a certified letter be sent to Mr. Iapola indicating that the trailers must be removed in 30 days. Mr. Cerjan investigated the property at 4551 N. Ridge East. Apparently no one lives there but the property owner comes in several times a week. The Health Dept. will look into it being cleaned up. A property at 3764 Padanarum Rd., a pole barn is being built without a permit. The building is being built on an existing foundation, however the individual still needs a permit. The property on Austin Rd., Tony Caranci is building a pole barn, there was some complaint from the neighbors about cars, he indicated he will haul the cars out of the property. There were a number of trailers on a property next to Mr. Pasqualone on Countyline Rd. Supposedly they are being used for storage and they are owned by Richard Stewart. Mr. Cerjan will meet with him to discuss the disposition of those trailers. Mrs. Bosky talked to Mr. Cerjan about junk vehicles in their area on New London Rd. also indicated she wanted to start a dog grooming business, which Mr. Cerjan replied she could not because it is zoned R1. There were concerns about a building on Padanarum Rd. owned by a Building Equipment Supply. The Fire dept. did inspect the building and found a couple of problems. The problems were corrected on the second inspection. One problem that still exists is the light that is still shining into a neighbors yard, Mr. Cumston said he would put a shade over the light to reduce that glare. Resolution 2007-11, a resolution to enter into a CEDA Agreement with Geneva on the Lake, in respect to the Deer Lake Property. Mr. Pruden made the motion, Mr. Russell seconded. Row call, Mr. Mills – yes, Mr. Pruden – yes, Mr. Russell – yes. Resolution 2007-13, a resolution to establish the records management rules and procedures. A motion was made by Mr. Mills, a second by Mr. Pruden. Row call Mr. Mills – yes, Mr. Pruden – yes, Mr. Russell – yes. Resolution 2007-14, a resolution determining the video service provider fee to be paid by video service provider offering video service in the Township pursuant to a State Issued Video Service Authorization, authorizing the Fiscal Officer to give notice to the video service provider of the video service fee. Mr. Mills made the motion, Mr. Pruden seconded. Row call Mr. Mills – yes, Mr. Pruden – yes, Mr. Russell – yes. Chief Starkey returned from the fire call and gave the Fire Dept. report. He indicated that footers have been poured or are ready to be poured for the Training Center. He also indicated that with the overpass now being built on Austin Rd. and to be completed over the next 7 or 8 months, the need for a Fire Station just over the tracks is no longer necessary. Presently we are exploring property in the northern areas of the Township as options for that second Fire Station. Mr. Russell pointed out that we would like to thank the citizens of the township for passing the replacement fire levy by 62%. This will insure that we will continue to provide the best possible fire service to our residents. Evan Jahn from Waste Management made a presentation of a check in the amount of $5000 into the Township’s Economic Development Fund. This will help to pay for the Township’s portion of the 534 Corridor study plus additional Economic Development Projects. Trustees have expressed gratitude to Waste Management for stepping forward and assisting the Economic Development area. Mr. Pruden pointed out the County Trustee’s meeting will be held on Nov. 15th at the Engineer’s Office in Jefferson. Mr. Pruden also pointed out that Mr. Russell had prepared the Geneva Township 2007 Year in Review. This will be included in the Geneva Area Chamber Newsletter and on the website. A brief discussion took place in respect to the petitions being circulated to separate the city from the township. It was indicated that the inside Millage presently being payed by the City, would be lost to the Township. That amount has been roughly $300,000 over the last ten years. There was also an indication that the possibility of an Equity split would also be required upon completion, since the City Tax payers have been contributing to the Township. Mr. Schupska, Mr. Pruden and Mr. Pasqualone will be in court on Nov. 15th at 9 a.m. in respect to the right of way decision at the Romeo Dr. Property. The right of way has been maintained by the Township for over 40 years but it has been determined by the court that the Property belongs to the property owner. Evan Jahns indicated that Waste Management has had their Wetlands certified as a Nature Park and that they will continue to expand the program that they presently have.
