Geneva Township regular meeting, Oct. 14th, 2009.

Trustees returned from Executive Session at 7:30 p.m. Chairman Mills called the meeting to order at 7:32 p.m. Those present were Mr. Mills, Mr. Pruden, Mr. Russell and Fiscal Officer Long. Minutes from the previous meeting were approved on a motion by Mr. Pruden, seconded by Mr. Mills. Bills in the amount of $139,576.98 covered by warrant numbers 13702-13793 were approved on a motion by Mr. Pruden, seconded by Mr. Russell.

Mr. Schupska gave the Road Dept. report. He indicated that the patch work has been completed on Tuttle Rd. where the bad spots were reported as well as W. Maple and Wheeler Creek. The grindings for the S. Wheeler Creek project have been delivered and have been spread. It appears it is going to form a very nice base. He indicated the 97 truck is now in being sand blasted. The Road Dept. has been doing some cold patching and ditching. It was also indicated that some repairs are needed on Wheeler Creek Rd. in the previously paved section. We should put a coat of 411 stone down on Wheeler Creek so it would help the base which needs to be built up before paving next spring. It was indicated that Rocky Road Paving did a good job in repairing those spots that had to be repaired.

Mr. Russell indicated that Tuttle Rd. was closed for 24 hours when a tree went down. First Energy took 12 to 14 hours to get there before the wires were removed.

Mr. Pruden pointed out the Township Fall cleanup is this Saturday, Oct. 17th from 8 to 12 at the landfill.

The Addison Rd. gas line problem has not been cleared up. Mr. Mills indicated that he will talk to Geneva Pipeline to see what we can do to resolve that.

Resolution 2009-10, establishing the speed limit for Barnum Rd. based upon the County study was approved on a motion by Mr. Russell, seconded by Mr. Pruden. Roll call indicated: Mr. Mills – yes, Mr. Russell – yes, Mr. Pruden – yes.

Mr. Russell indicated he had attended a meeting in respect to the new school on Austin Rd. The meeting was between the City, the School and the Township. There is some need for a sidewalk to accommodate the children from the trailer park who will probably be walking to the school. Mr. Russell estimated the cost would be somewhere around $30.000. He will investigate the possibility of obtaining Grant dollars for this project. There was also a question about who would maintain the sidewalk and it appears that if it is within the confines of the Township we would be required to do that.

Mr. Russell also reported new radios have been purchased and have been installed, the new Narrow Band radios that were required. He also indicated that NAD is buying a new copy machine. They are buying out the old machine for $500.00. Depending on which entities might be interested, it was indicated that we would have an interest in buying that copier for $500 to be used in the Road Dept., based on a motion by Mr. Mills, seconded by Mr. Russell and unanimously approved.

Mr. Russell covered the accomplishments over the past 3 or 4 years in respect to paving projects that had been set forth. Most of the original plans of paving and chip and seal were completed during the past 3 years. We will begin looking for a new mower for roadside mowing, it was indicated the mower we have now is not heavy duty enough and with a new heavier tractor it could also help in the loading of trucks with stone.

Mr. Russell covered the Fire Levy that is on the ballot. He indicated he has had some good response. There is some question as to how the economy might affect that levy.

On a motion by Mr. Pruden, seconded by Mr. Russell, unanimously approved the support of the Senior Levy and the Mental Health Levy on the ballot on Nov. 3rd.

Mr. Cerjan gave the Zoning Dept. report. He indicated 4 permits have been issued, one for a new building, two for new pole barns and one was for a sign on Myers Rd. He indicated that he had investigated the area on S. Myers near Jamison Lane where there are some drainage problems. All the water from the south and east come down to that area and the ditch in that area needs to be cleaned.

The Prosecutor’s Office has not responded to letters from the Zoning Inspector. It was indicated that we should probably build into next years budget additional legal fees and seek out an Attorney to handle these areas that we don’t seem to be getting response from the Prosecutor’s Office. We will investigate this possibility.

Mr. Russell also pointed out Saybrook Township Trustees sent a letter to the County and Geneva to address concerns about the landfill. No meeting has been setup as of yet. It was indicated that presently the landfill water and air are being monitored by the County Health Dept. as well as EPA and most felt that was a sufficient amount of monitoring at this stage.

Resolution 2009-09 in support of the Geneva Union Cemetery half mil renewal levy that is on the ballot was passed on a motion by Mr. Pruden, seconded by Mr. Russell. Roll call indicated: Mr. Mills – yes, Mr. Pruden – yes, Mr. Russell – yes.

Mr. Pruden pointed out at the last County Trustee’s meeting, Mr. George Sabo made a presentation as well as the Farm Bureau. He indicated we should probably support Issue 2, which is to monitor laws being passed in respect to animal protection. The next County Trustee’s meeting will be held in Trumbull on Oct. 15th.

Mr. Russell pointed out that the NAD, New Life Pack 15’s are being installed and training is taking place. He also indicated that the NAD calls year-to-date are down by about 130.

Mr. Mills reported that the Cemetery Office is complete and is presently open for business. The landscaping problem which occurred after the Football game last Friday night is being repaired and will soon be completed.

There being no further business, Mr. Pruden made a motion to return to Executive Session, it was seconded by Mr. Russell.
