Geneva Township regular meeting, Oct. 11th, 2006.

The meeting was called to order by Mr.Russell at 7:30 p.m. Those present were Mr. Pruden, Mr. Russell and Fiscal Officer Long. Minutes from the previous meeting were approved on a motion by Mr. Pruden, second by Mr. Russell. Bills in the amount of $81,147.98 covered by warrant number 11306-11369 were approved on a motion by Mr. Russell and a second by Mr. Pruden.

Mr. Schupska gave the road dept. report. He indicated that we have trimmed some trees on Spencer Dr. and Spencer Circle, the berm work on Wheeler Creek Rd. has been completed. We have been chip and sealing a number of township and city roads, one more load of emolsion is due and that will complete the chip and seal for 2006. Mr. Schupska indicated the recent problem we used the city sewer jet to complete repair of that problem. We have been repairing our equipment, radios were all repaired and the new base station set up in the township garage. A stop sign that was hit on Addison Rd. has been repaired. We made additional road repairs and our Saturday cleanup at Waste Management saw 22 citizens show up for the cleanup.

On Sept. 30th, residents of N. Wheeler Creek Rd. threw a party for the trustees and workers of Geneva Township for the work on that road. The Trustees, Fiscal Officer and employees of Geneva Township were very appreciative of the fine party thrown by those residents.

Mr. Pruden indicated that the area on N. Myers from Rt. 20 to Maple Ave. has been posted as 40 mph, 55 mph beyond that. This is a result of a recent study by the county.  Mr. Pruden also indicated that the salt bin to be constructed by the Vo-ed students will progress as soon as the posthole auger, which is being repaired is available to dig the necessary holes. The students have been here and looked at the site and are just waiting for the repair of that equipment. Mr. Pruden indicated for years the policy of the township was to do chip and seal for Geneva City, this year we have done approximately 8 additional roads. Mr. Schupska pointed out that we have used their sewer jet more than 20 times this year and all agreed that we have a good working arrangement with the city. We normally donate labor and machinery and the city reimburses the township for emolsion and the stone necessary for chip and seal.

Mr. Pruden also pointed out that during the Waste Management Open House held on Sept 28th, they had the Nascar Automobile there during that time. The equipment to do the speed study on Wheeler Creek Rd. is not available at this time, once it is available the County will do a speed study on that road, presently the 35mph signs have to be removed in accordance with the law.

Mr. Russell reported that the Barnum Rd. Issue 1 Project will be resubmitted, he also indicated there is a drainage problem on Lake Rd., we will have to do some ditching and work with the City to get the sewer jet to relieve the problem to solve that drainage situation. A citizen reported that a number of signs are leaning on Lake Rd., Mr. Schupska indicated they will be repaired, she also indicated that approximately 50 feet of berm on Lake Rd. has dropped off and needs repair also.

Mr. Cerjan gave the zoning dept. report. He indicated one permit had been issued for remodeling, on N. Broadway there is a new building that also received a permit. He had informed the owner of the used car lot on Rt. 20 of creating a drainage problem which has been corrected, the house next to Spencer School has been cleaned up. A letter has been sent from the Fire Chief to Ohio Materials Limited pointing out the necessary functions to be performed before a permit can be issued. We have obtained a copy of the Occupancy Permit that the City uses, it will be reviewed to see how it may fit in for the township.

A citizen pointed out that a house at Austin and Maple have vehicles there again as well as debris piled in the backyard. The occupant is not the owner and does not live on the property and does not live on the property anymore. Mr. Cerjan indicated the property will be inspected again, the citizen indicated that a letter had been sent to the Health Dept. but has not been answered. Mr. Cerjan will also follow up with the Health Dept.

Mr. Pruden pointed out that on Oct. 23rd at 4 p.m. in the Commissioner’s Conference Room, revisions to the subdivision procedures will be addressed at a public meeting.

Another citizen pointed out that there are a number dilapidated barns in the area that should be looked into and possibly removed.

There was no Fire Dept. report since there were no representatives from the Fire Dept.

Resolution 2006-06 was passed on a motion by Mr. Pruden, seconded by Mr. Russell. Row call Mr. Pruden yes, Mr. Russell yes. Mr. Pruden reported on the County Trustee Association meeting. He indicated a presentation by Metro Parks was made and also a presentation by Ashtabula County Sheriff, Bill Johnson in respect to 4 wheelers on public and private property.  The next meeting of the Township Association will be Oct. 19th at Sheffield Township and that will be the Candidates Night.

It was indicated that Driftwood Inn has it’s Sunday sales on the ballot again. A citizen brought up the point of a couple billboards on Rt. 534, it was indicated that they had received a permit to erect those billboards, also they do have a request pending with the Board of Appeals to utilize the back side of those individual boards. That meeting is scheduled at 6:30 p.m. on Oct. 12th, 2006.
