Geneva Township regular meeting, Jan. 14th, 2009.

Trustees returned from Executive Session of Dec. 10th, 2008. Those present were Mr. Mills, Mr. Pruden, Mr. Russell and Mr. Long. Mr. Mills called the meeting to order at 7:30 p.m. On a motion by Mr. Pruden, seconded by Mr. Russell the Dec. 10th, 2008 minutes were approved as presented. Mr. Pruden made the motion, Mr. Russell seconded the payment of bills in the amount of $66,842.76 covered by warrant numbers 13181-13262.

Mr. Mills gave the road dept. report. He indicated that a considerable amount of snow plowing has been done over the past couple of weeks, repair to mailboxes and some drainage has also been accomplished. Repair to the trucks to keep them in service, the overhead doors have been fixed on the garage and the openers were replaced. We have done some ditching on Padanarum Rd. that needed to be done, we have talked to the County about their ditching program and it has been indicated by the County Engineer that we can use it if it is paid for. There’s some possibility we could pay for it out of the Issue 1 money for Wheeler Creek Rd. when we get into that project.

Mr. Pruden pointed out the good job the road crew did in setting up the Christmas party.

Presently the Attorney General is looking at the salt prices, we are getting very close to our allocation. We have submitted a project for the Obama money, also the next round of Issue 1 is coming up and since we have 2 projects presently that we are working on, it was decided that we may by-pass this particular round.

The question of vacating Tuttle Rd. came up, it will require a resolution to the County Commissioners from the Township, however it was decided that probably the landfill should apply to the Commissioners for the vacating of Tuttle Rd.

Mr. Cerjan was not present due to surgery. The Zoning Board and the Zoning Board of Appeals will be contacted to set up their Annual Meetings.

There was a motion by Mr. Russell, seconded by Mr. Pruden to appoint Debbie Caranci to the 5 year term open on the Board of Appeals and Mr. Clark and Mr. Tresh are our 1 year alternates. Mr. Russell made the motion, seconded by Mr. Pruden to reappoint Tom Loveland to a 5 year term on the Zoning Board and Mr. Bob Warner as an alternate for one year.

Mr. Russell had also indicated that Mr. Cerjan had looked into a number of projects that will be reported at the next meeting.

Chief Doug Starkey from the Fire Dept. gave his report. He indicated that an Instructor School for the Training Center is being conducted. They are presently fixing the boat trailer that they received through a trade with Geneva on the Lake. It will be a part of the Water Rescue Team. The boat should be delivered soon, there is also extensive training that would be involved.

 On Monday, Jan. 19th the City Hall will be shut down to change to the new generator for the Municipal Building. It is estimated that the power should be down for approximately 4 hours.

Mr. Russell reported that the Fire Station Advisory Meeting discussed possible locations, also Fire Station Designs and will look at potential sites on Jan. 22nd at their next meeting. On a motion by Mr. Mills, seconded by Mr. Russell the 2009 Budget was approved. Roll call vote, Mr. Mills – yes, Mr. Pruden – yes, Mr. Russell – yes. On a motion by Mr. Russell, seconded by Mr. Pruden Resolution 2009-01, an appropriation resolution was approved. Roll call Mr. Pruden – yes, Mr. Mills – yes, Mr. Russell – yes.

Mr. Long gave an update on the Outdoor Theatre, also indicating that budget wise we did very close to our estimates with the exception of interest which was down an estimated $15,000 due to the economy.

Under old business, the 2008 Year in Review of the Township has been published in the Star Beacon.

The parcels in the landfill have been changed so the Zoning map must be changed. There has also been some indication of combining the parcels into one.

Mr. Russell reported on the NAD Contract, 50 cents per hour across the board. The insurance plan went to a Health Savings Acct. which saved NAD approximately $10,000 per year.  In 2008 there were 2266 calls, Geneva Township with 346 calls and the average response time was 5.9 minutes. The NAD ambulances drove over 21,000 miles during the past year.

Bids are out for the waterline on Maple Ave., we are looking for a March/April time frame to complete that project.

ODNR will make a presentation to the Geneva Township Trustees on Feb. 11th, 2009, Mr. Russell has been in contact with the people involved.

Mr. Mills indicated that the new office building will be looked at over the next couple of months for the Cemetery, also an increase of 50 cents per hour was given to the Cemetery Employees.

On a motion by Mr. Russell, seconded by Mr. Pruden the Trustees returned to Executive Session at 8:40 p.m.
