Geneva Township regular meeting, Jan. 9th, 2008.

Trustees returned from Executive Session from the previous meeting. Chairman Mills called the meeting to order at 7:30 p.m. Those present were Mr. Mills, Mr. Pruden, Mr. Russell and Fiscal Officer Long. Minutes from the Organizational Meeting and the regular December Meeting were approved on a motion by Mr. Pruden, seconded by Mr. Russell. Bills in the amount of $50,875.79 covered by warrant number 12347-12433 were approved on a motion by Mr. Russell, seconded by Mr. Pruden.

Mr. Cerjan gave the Zoning Dept. report. He indicted 31 permits had been issued in 2007 for various structures. Mr. Zantek had requested the Zoning Book, it was forwarded to him in respect to property on Route 20 West.

Landfill request for expansion, the Zoning Board will hold a public meeting on January 30th, 2008 at 7 p.m. Mr. Cerjan has had contact with Mr. Stewart on the Countyline Rd. trailer problem, he has not made a decision on whether to continue his operation there or not, in any event he must remove those trailers. It was pointed out that a number of junk cars are again appearing in the township, Mr. Cerjan will investigate these areas.

On a motion by Mr. Russell, seconded by Mr. Pruden unanimously approved to appoint Mr. Bill Stern to the Zoning Board for a five year period, Mr. Jim Lines to the Zoning Board of Appeals for a five year period. Also appointed for the year 2008 as alternates to the Zoning Board were Mr. Tom Loveland and Mr. Rick Arnt. Mr. Skip Meough was appointed to the Zoning Board of Appeals for the year 2008.

A member of the audience pointed out that Mr. Iapola has a truck in the right of way, Mr. Pruden indicated he would call the County and report this.

Mr. Schupska gave the road dept. report. He indicated that more salt had been ordered and delivered. More reflective signs have been erected. He also indicated they had fixed the tile on Spencer Drive and installed a crossover pipe on Wheeler Creek. Due to the high winds there were a number of trees down which required the road crew out early to assist in the cleanup. Also trees that were removed on E. Maple, the debris has been cleaned up. All of our trucks have been inspected. Mr. Schupska indicated we have replaced a number of mailboxes that had been damaged, we also borrowed the sewer jet from the City to open up pipe where water had backed up. He indicated that the Christmas Party went very well and all who attended enjoyed it.

Mr. Russell had spoken with Tim Martin, the County Engineer in respect to Barnum Rd. The hill and the intersection of Rt. 84 and Barnum Rd. continue to be a concern for Engineer Martin. He has indicated he will try to set up a meeting with the Trustees and himself to determine what should be done with that hill and the intersection.

The project on Lake Rd. with Geneva on the Lake and ODNR, Mr. Martin will do the engineering and hopefully an agreement can be put together with Geneva on the Lake in respect to sharing the cost of replacing the base. We do have a letter in hand from ODNR indicating they will advertise and pay for the paving of that section from Padanarum Rd. to Wheeler Creek Rd.

Mr. Russell also reported we had received a number of good comments from residents about snow removal during the recent storm.

A water problem appears on W. Maple between 5491 and 5555. The front yards get flooded, it was indicated that there would be a need for about 700 feet of 12 inch pipe to relieve the problem. Mr. Russell indicated that we probably have the vast majority of the material in house and it’s a project that will be undertaken and resolved.

Mr. Pruden pointed out that 13 street lights were out on Route 20 from the Yamaha Dealer to Wheeler Creek Rd. We have notified First Energy on a number of occasions, also there are a number of lights out on Myers Rd.

Mr. Schupska indicated we have used more salt this year that last. Also that a water problem on North Ave. has been resolved within an hour after the resident had called.

Mr. Long presented the Fiscal Officer’s report. He presented the 2008 Budget, the budget was approved on a motion by Mr. Pruden and seconded by Mr. Russell.

Resolution 2008-01, a resolution for the appropriations for the year 2008. Mr. Russell made a motion, Mr. Pruden seconded. Roll call was taken, Mr. Mills – yes, Mr. Pruden – yes, Mr. Russell – yes.

Mr. Russell pointed out that Fiscal Officer Long had earned over $42,000 in interest with his investments for the year 2007.

Mr. Long presented a Route 534 Corridor Study update indicating that Baker Co. had received the bid. A meeting with Baker Co. on Jan. 30th will finalize the specs and with an estimated completion of the end of Sept. 2008. Mr. Long also brought everyone up to date on the new rates for Cemetery Lots and Opening and Closing that went into effect on Jan. 1st. We are still far below some of the surrounding communities.

Mr. Russell indicated the Countyline Rd/Maple Ave. waterline connection probably would not be done. However money left over from the grant will be used in that area to update some water facilities.

Mr. Pruden asked about the fire hydrants being so low, Mr. Russell indicated that is the specs per the engineers in Lake County and the hydrants are set at every 300 feet. Mr. Russell also indicated the Engineering for the section of Maple Ave. waterline should be resolved very soon. He also indicated the Water Board will meet on Wed., Jan. 16th, 2008.

NAD will put on a First Aid Class in February for Road Workers from all members of the district. Lunch will be provided by NAD. Mr. Russell indicated that in 2007 the calls were down by 52 from 2006. Geneva Township was down 32 calls from 2006. He also indicated that part time employees received raises, built into the amount was an incentive to have EMTs  aspire to become Paramedics. Presently in the auxiliary we have 26 members, 16 EMT-A, one EMT-B and 9 Paramedics. We have 6 full time employees. Total calls for the year 2007 were 2013. Mr. Russell also indicated that Janie Spade from Austinburg will be Chairman of the NAD Board for 2008, Mr.Russell will be the Vice-Chairman.

Mr. Pruden pointed out that the OCRA meeting has now been set for June 22nd, 2008 at Judge Vettel’s court.

There was an indication that a sign on the corner of Padanarum and Lake Rd. indicating no trucks with trailers, is not visible. Our road dept. will look into it and see what can be done.

On a motion by Mr. Russell, seconded by Mr. Pruden, the Trustees returned to Executive Session to discuss litigation at 8:12 p.m.
