Geneva Township regular meeting, Aug, 10th, 2011. The meeting was called to order by Chairman Mills at 9 am. Those present were Mr. Mills, Mr. Russell, Fiscal Officer Long and Zoning Inspector Cerjan. Minutes from the previous meeting were approved on a motion by Mr. Russell, seconded by Mr. Mills. Bills in the amount of $154,713.90 covered by warrant numbers 15083-15138 were approved on a motion by Mr. Mills and seconded by Mr. Russell. Fire Chief Starkey gave the Fire Dept. report. He indicated that a Pumper Tanker Fire Truck had been purchased from Madison Fire District. He also reported that Tom Clay has been promoted to Captain and 2 new Fire Fighters have been hired. The MARC tower on Austin Rd. is waiting for First Energy to run power. He indicated it would be a lot of help to a number of entities within the area. He also indicated that the NOPEC Lighting Project in the Fire Dept. area is about complete. Mr. Russell made a motion to approve the purchase of the Pumper Tanker Fire Truck, it was seconded by Mr. Mills and both Mr. Russell and Mr. Mills voted yes. Mr. Cerjan gave the Zoning report. He indicated that there was a lot split on Rt. 84, he also indicated the Norman residence has been cleaned up and the property looks good. The Prosecutor’s office has not yet forwarded a resolution of the problem on Austin Rd. A letter was sent to the Prosecutor on May 9th, 2011 and after a phone call was placed it was indicated that it is still being researched. The BZA needed a member after the passing of Mr. Bill Crawford. Mr. Russell made a motion to appoint Valerie Leach to the BZA, it was seconded by Mr. Mills and unanimously approved. The Titan Aircraft Building is presently being used as a Tire Recycling Center. Tires will be taken in and be taken to a shredder. No more than 4000 tires will be stored at any one time in the trailers. The area is Zoned light industrial, 2000 tires must be removed. Once they are EPA will come in to inspect and essentially it will run as a Transfer Station taking in tires for shredding and returned to make Mulch. Questions in respect to what is permitted in the area, Mr. Russell asked for a letter of exactly what will be done. Trailers are road worthy vehicles and they will only remain until filled and then transferred. Mr. Cerjan will review the operation and determine what has to be done. EPA requires a $20,000 bond. The bond would be required per the BZA. Owner will submit description of operation to be conducted. Mr. Cerjan will explore the process to get the proper perspective. Gordon Schupska gave the Road Dept. report. He indicated W. Maple Rd. paving was completed. They have been doing roadside mowing, cold patching and ditching. 200 feet of ditch pipe was put on North Ave. Tires are continually being picked up along the roadside and he also indicated that tires are needed for the small mowing tractor. Mr. Russell indicated that North Ave. has been approved by OPWC. Padanarum Rd. Issue 1 is approximately $500,000. Our share would be an estimated $150,000 plus a $150,000 loan. We will delay this project and concentrate on W. Maple from Padanarum to Rt. 534. The County Engineer and Mark Martuccio have suggested chip and seal. It is estimated a mile would cost about $23,000.00 to double chip and seal. On a motion by Mr. Russell and a second by Mr. Mills, it was decided to move forward with the project on Maple Ave. Also W. Maple change order of $4500 to fix spots on Wheeler and Maple. The bad spots on New London, right of 534 has huge bumps. The County was suppose to fix them. It was indicated that Don Ferron will be leaving on Sept. 9th. We have 25 to 30 resumes in house at this time. The process to select new employees was covered by Mr. Russell. The final payment from NOPEC was received. We have realized savings on our utility bills based upon the NOPEC Project. On Sept. 9th the Road Dept. will have a party for Mr. Ferron at the Township Hall at 12 pm. The Township Park Board is working on a plan to show year end report and future goals. Power was put underground and poles need to be removed at the Park. Sliders Bar has a band every Friday and Saturday night on Rt. 20 West. The sounds are very loud. Mr. Cerjan will stop and talk to the owners to determine what could be done about it. Trucks on Lake Rd. were reported by a resident that they have no regard for the homeowners in the area or the Park area. They go too fast and stones fly off the truck. It appears most trucks are from Cashen and also go through the strip of Geneva on the Lake with stone. Wheeler Creek Rd. has consistently had tires dumped on the road. It is not one or two but a number of them, presently we have over 200 tires that we have picked up along the road. There being no further business, Mr. Russell made the motion to adjourn at 9:50 a.m., seconded by Mr. Mills.
